1. SERVICE PARTNERS

1.1 Section 2 of this document will cover the specific required services for United States Air Force (USAF) members and 673d Air Base Wing (ABW) personnel housed in Alaska Department of Corrections (ADOC) facilities in accordance with all applicable Air Force and Department of Defense (DoD) Instructions as well as the United States Code of Military Justice (UCMJ). Section 3 will cover the statement of work as it relates to United States Army members assigned to United States Army, Alaska (USARAK) housed within the ADOC in accordance with all Army and DoD regulations and the UCMJ.

2. SCOPE OF WORK FOR UNITED STATES AIR FORCE MEMBERS

2.1. AUTHORITY.

2.1.1 DoDI 4000.19, Interservice, Intradepartmental and Interagency Support, (Current Version), Air Force Manual (AFMAN) 31-115 V1, Air Force Corrections System, (Current Version)

2.2. ASSUMPTIONS.

2.2.1. Confinement of USAF prisoners may be required on a daily, weekly, or monthly basis, as determined by the installation Defense Force Commander (DFC). 673d Security Forces Squadron (SFS) will notify ADOC staff during in-processing at Anchorage Correctional Complex (ACC) whether the USAF member is a pretrial detainee or post-trial inmate. For the remainder of this document, all pre-trial members will be referred to as detainees and post-trial members will be referred to as inmates. The word prisoner will be used in situations that apply to both pre and post-trial members. If the USAF member is a detainee, 673 SFS will request the appropriate segregation of the USAF member ensuring officer and enlisted members are not placed together as well as detainees being held separately from inmates or other post trial offenders housed in the facility, IAW AFI 31105.

If this condition cannot be met, USAF will either house or not house the detainee at ACC based on situation. 673 SFS will request a USAF prisoner be placed on suicide watch when it is necessary for the protection of the prisoner and/or ADOC staff. The prisoner shall be confined at ACC until the 673 SFS confinement staff notifies them of permanent removal from the facility. USAF prisoners shall be subject to the institution’s rules and directives including rules on discipline and treatment. The 673 SFS will be responsible for providing a list of individuals who are authorized to remove Joint Base Elmendorf-Richardson (JBER) USAF prisoners from ACC. The ADOC will ensure JBER USAF prisoners are released to the custody of those identified on the list provided. 673 SFS will provide a separate list identifying visitors authorized to visit JBER USAF prisoners. ADOC reserves the right to deny visitation by any person previously listed by 673 SFS not meeting ADOC visitation rules or standards. Additionally, ADOC may deny visitation privileges to USAF prisoners when a violation of facility rules requires revocation of visitation privileges. ADOC will immediately notify the 673 SFS Confinement Non-Commissioned Officer in Charge (NCOIC) when a USAF prisoner loses visitation privileges, or their visitor violates visitation rules. JBER USAF prisoners will be provided the same level of services and treatment afforded to other prisoners consistent with applicable laws and standards. 673 SFS Confinement Officer or NCOIC are the only authorized individuals to handle detainee or inmate matters to include scheduling of professional visits, temporary or permanent releases, complaints/issues or any other situation which may arise. A signed memorandum will be provided by 673 SFS listing those authorized individuals.

2.3. LOGISTICS SUPPORT.

2.3.1. Members of the 673 SFS, or unit escorts from the prisoner’s parent unit, identified in writing will transport USAF prisoners to and from ACC at various times throughout the confinement period for routine medical and other official military appointments. The detainee/inmate will normally be returned the same day, weather permitting.

2.3.2. When transportation of USAF prisoners away from ACC is required, fax notification from the 673 SFS Confinement Staff to ACC will normally be given at least 2 hours prior to the actual pick up time. In special circumstances, a telephone call will follow up with the fax to expedite the request.

2.3.3. 673 SFS will provide a written notice to ACC of the inmate’s transfer to a military correctional facility or temporary release at least 24 hours prior to transfer date.

2.3.3.1. 673 SFS will provide ADOC an inmate release order, known as a DD Form 2718, for any prisoner being permanently released from confinement at least 24 hours prior to release date. The DD Form 2718 will accompany a letter identifying the authorized person(s) who will pick up the prisoner.

2.4. OPERATIONAL SUPPORT.

2.4.1. ADOC will be the primary care provider for all USAF prisoners. ADOC agrees to provide basic medical care to all USAF prisoners, which shall include sick call and selfcare.

Basic medical care also includes care of any condition that requires immediate assistance by a person trained in first aid procedures and authorized to administer “over-thecounter” medications. As the primary care provider for all USAF prisoners, ADOC medical staff will be responsible for prescribing and dispensing prescription medications to USAF prisoners.

ADOC has no obligation to distribute medications which are brought into the ACC facility by the USAF prisoner. ADOC will immediately notify the 673 SFS Confinement Officer or

NCOIC should the USAF prisoner refuse prescribed medication or medical treatment and/or procedures. ADOC agrees to provide immediate emergency medical treatment to USAF prisoners when warranted and notify the 673 SFS Confinement Officer or NCOIC within one hour from the occurrence of all emergency medical cases.

ADOC will coordinate with 673d Medical Group (673 MDG), through 673 SFS, for the removal of a USAF prisoner from an ADOC facility in treatment cases beyond the capability of ADOC. Treatment costs incurred by the ADOC facility will be the responsibility of JBER. All medical transport situations will be coordinated through the 673 SFS Confinement NCOIC. Upon request, ADOC will provide the 673 MDG with all medical records and information pertaining to the care of the USAF prisoner.

2.4.2. Two JBER escorts will be used for all USAF prisoner transfers between ACC and JBER. JBER units with incarcerated USAF prisoners will procure government transportation for every transfer. In all cases, JBER escorts will be the rank of E-5 or higher and 673 SFS escorts will have no rank requirements. Maximum custody prisoners will be escorted by two personnel, one of whom must be an armed Security Forces member. Use approved restraining devices, i.e., handcuffs, belly chain/belt and leg irons as appropriate.

2.5. MISSION SUPPORT.
