About this file
This is a Statement of Work (SOW) for Concrete Crushing Operations at Edwards Air Force Base, California. The base bid requires a contractor to provide equipment for crushing 1,000 tons of high-strength (6000-9000 psi) runway concrete per 8-hour day for twenty business days, with the concrete already demoed and stockpiled. Specific equipment requirements include a Trakpactor 320SR Impact Crusher, PremierTrak 400X Jaw Crusher, and CT-80 Tracked Conveyor, or equivalent models. The contractor must include pricing for equipment repair, maintenance, mobilization, demobilization, on-site setup, training, and at least one day of on-site support.
The document includes extensive environmental, safety, and operational guidelines, with particular emphasis on air quality, water resources, natural resources protection, and compliance with California and federal regulations. Contractors must obtain necessary permits, comply with emissions standards, protect desert tortoise habitats, and adhere to strict reporting and security protocols. Bid Option 1 allows for additional weekly equipment pricing if the government chooses to extend the work. The project is categorized under Environmental Restoration Program (ERP) guidelines and requires careful coordination with multiple base departments, including Environmental Management, Civil Engineering, and Cultural Resources.

26. An AFTC IMT 5852, Industrial Wastewater Discharge Permit would be required in the event that facility operations and post-construction activity would include the potential for generation of industrial wastewater requiring proper disposal (e.g., use of hazardous materials in a building where restroom facilities are connected to one of the base wastewater treatment plants, etc.). The proponent/contractor shall coordinate the permit. Contact 412 CEG/CEVC at (661) 277-9223 or 412CEG.CEVC.WastewaterPOLTanks@us.af.mil for specific requirements.
27. Should potable water become contaminated, Environmental Management shall be contacted to acquire samples of the water and a wastewater discharge permit shall be initiated and approved prior to continuing any discharge.

Samples shall include sediment and constituents for characterization (pH, metals, SVOC, TPH, etc.) Contact Environmental Management at (661) 277-9223 or 412CEG.CEVC.WastewaterPOLTanks@us.af.mil for sample scheduling.
29. The catch tank water shall be discharged at a rate not to exceed 30-gallons per minute.
Further, such water discharge shall be slow enough that soil erosion will be minimized to the maximum extent possible.
30. Per Air Force Instruction (DAFMAN) 32-1067, Water and Fuel Systems, the proponent/contractor shall prepare a Storm Water Pollution Prevention Plan (SWPPP) to include site-specific control measures and best management practices that would be implemented during construction activities if the site is one acre or more of disturbed area.
This plan shall be submitted to 412 CEG/CEVC for approval. For questions, contact Environmental Management at (661) 277-9223 or 412CEG.CEVC.WastewaterPOLTanks@us.af.mil
31. The overall design objective for each project is to maintain predevelopment hydrology and prevent any net increase in storm water runoff. DoD defines “predevelopment hydrology” as the pre-project hydrologic conditions of temperature, rate, volume, and duration of storm water flow from the project site. The analysis of the predevelopment hydrology must include site-specific factors (such as soil type, ground cover, and ground slope) and use modeling or other recognized tools to establish the design objective for the water volume to be managed from the project site. Contact Environmental Management at (661) 277-9223 or 412CEG.CEVC.WastewaterPOLTanks@us.af.mil for more information.
32. Prior to finalizing the design for a redevelopment project, DoD Components shall also consider whether natural hydrological conditions of the property can be restored, to the extent practical. Contact Environmental Management at (661) 277-9223 or 412CEG.CEVC.WastewaterPOLTanks@us.af.mil for more information.
OCCUPATIONAL SAFETY AND HEALTH:

37. No materials that contain asbestos or lead above the allowed Consumer Product Safety Commission limit shall be used in new construction. Ensure that the specifications and contracts for services indicate that no asbestos and/or lead materials will be used at Edwards AFB unless specified by a Technical Order or other documentation, and have the contractor sign a document stating that no asbestos and/or lead materials have been used.
38. The installation will not specify, purchase, use, or approve for use any asbestos and/or paint (or other materials) containing lead above 0.009 percent by weight as specified by the Consumer Product Safety Commission and 16 CFR Part 1303.
39. Transite utility lines, if encountered, must be removed appropriately by trained workers.
Hazardous Materials, Hazardous Wastes:

45. The Contractor shall strive to recycle as much cardboard, paper, plastic, wood, and metal as possible through the Base's Qualified Recycling Program (QRP), and shall develop a strict recycling, trash, litter and FOD control program. The recycling and litter control program shall consist of supplying an adequate number of covered recycling, trash and litter receptacles in all appropriate locations. The QRP may be able to provide limited additional recycling containers and bins as required (call (661) 277-1167 for coordination). The contractor will be responsible to remove all debris as a result of the contract activity.
46. The proponent/contractor shall maintain records on all non-hazardous waste and recycling generated as a result of any activities associated with the project. Records will specify: total tonnages of solid waste disposed; solid waste diverted/recycled; construction and demolition (C&D) waste disposed; C&D waste diverted/recycled; concrete and asphalt disposed;
concrete and asphalt diverted/recycled; scrap metal recycled; and equipment reused, sold, or donated by nomenclature and quantity. Total disposal costs, and recycling proceeds and costs (to include equipment sales) shall also be reported to 412 CEG/CEV on a quarterly basis or at the end of the project for those lasting less than one quarter. POL/Tanks:
48. The proposed project shall comply with AFMAN 32-1067 Civil Engineering Water and Fuel Systems, APSA, and other applicable regulations.
49. The proponent/contractor shall reference Section 5.6 National Fire Protection Association (NFPA) 30 and Section 9.3.1 API 2610 (Tank Standards) for secondary containment requirements during a fuel transfer (i.e. transferring fuel from one tank truck to another).
50. Proponent/contractor shall provide appropriate secondary containment and/or diversionary structures or equipment to prevent a discharge. The entire containment system, including walls and floor, must be capable of containing oil; constructed so that any discharge from a primary containment system, such as a tank or pipe, will not escape the containment system before cleanup occurs. Appropriate containment should be designed to address the most likely discharge from the primary containment. Examples of appropriate containment would be double-wall tanking and pipes, dikes, retaining walls, drivable berms, concrete or asphalt apron surrounded by a concrete curb, directed flow to collection points for recovery, weirs, and booms.
• Mobile or portable oil containers (i.e., refuelers, etc.) are exempt from sized secondary containment.
51.
