Subject: REQUEST FOR PROPOSAL (RFP) N61449-23-R-0001- Dance Program

Dear Prospective Offeror:

1. This request for proposal is for Dance Lesson and Program located at Hickam Field, Joint Base Pearl

Harbor-Hickam.

2. The Non-Appropriated Fund Instrumentality (NAFI) plans to award a Concessionaire contract to the responsible Offeror whose offer, conforming to the solicitation, is determined most advantageous to the

NAFI. A minimum percentage guarantee along with other non-price factors as specified below will be considered to determine the most advantageous offer.

3. Responses to the RFP will only be accepted via email to: Contracting Officer – Kyong H.

Truchon at e-mail: Kyong.h.truchon.naf@us.navy.mil no later than 10:00 a.m. (HST), November 30, 2022 (or sooner if possible) in order to be considered ‘Timely’. The

Contracting Officer’s government email inbox will be used to identify the proposal receipt time.

4. Any proposal, amendment, revision, or withdrawal of a proposal received after the response time specified above shall be determined as ‘Late’ and will not be considered for review unless:

a. Received before award is made.

b. The Contracting Officer determines that accepting the late quote will not unduly delay the acquisition.

c. It was the only quote received.

5. Questions are due no later than 10:00 a.m. (HST), November 14, 2022 (or sooner if possible) in order to be considered ‘Timely’. Please contact Kyong H. Truchon- Contracting

Officer with additional questions at the above noted email address.

6. Additional response time can be requested by contacting the Contracting Officer identified above as soon as possible. It is the Contracting Officer’s sole determination if additional time be granted. Any granted or non-granted extensions in the RFP response time are not basis for protest.

7. Site Visit Recommendation:

Site visits are scheduled for November 8, 2022 at 10:00 a.m. & November 9, 2022 at

10:00 a.m.

a. A scheduled site visit will be the only opportunity provided to offerors to physically inspect the location(s) herein. It is highly encouraged for offerors to visit the Government installation(s) and inspect the existing facilities to obtain the structural and demographic information related to local conditions that may affect the cost / performance of the contract and familiarize themselves with the proposed locations of the service required.

b. A representative from the base location will be in attendance to escort potential offerors to the site(s). Any questions or clarification requests that arise from the site visit(s) shall be promptly emailed to the Contracting Officer, but no later than date specified herein on paragraph 5.

c. The NAFI makes no warranties or claims either expressed or implied as to the accuracy of information obtained during these site visits.

Upon award, this letter of the solicitation will be removed, and the Concessionaire’s proposal, including any revisions will be incorporated into the Concessionaire Contract by reference subject to Clause 16, (Order of Precedence).

8. Basis of Award: In order to be considered for award, the Concessionaire must provide the following price and non-price factors:

Factor 1: Instructor qualification including their education related to dance lesson and program.

Factor 2: List of proposed various dance lesson, fee and proposed program.

Factor 3: Experience related to dance program

Factor 4: Concessionaire commission fee offered to NAFI (minimum 25%)

Failure to provide all factors of this RFP with all applicable clauses/provisions filled in will render the proposal unacceptable.

9. Proposal submission requirement and instructions.

a. Factor 1: Instructor qualification. Provide instructors education history and proof of qualification related to dance program.

b. Factor 2: Provide list of proposed various dance lessons, fees, and length of class with detailed description of proposed program.

c. Factor 3: Experience. Provide instructor experience related to dance program described in this RFP.

d. Factor 4: Concessionaire commission fee offered to NAFI (minimum 25%)

e. Concessionaire shall fill out and return Concessionaire Contract on page 1- Section 7, 9, 14A, B, C and sign on 14B. Also fill out and return SPECIAL CONTRACT

10. Evaluation and Award Factors:

The contract resulting from this solicitation will be awarded to the responsible Offeror whose proposal, conforms to this solicitation and is the most advantageous to the NAFI, fee percentages, and non-price factors considered, presenting the best overall value to the NAFI.

Factor 1 will be evaluated based on the dance instructor qualification and education in performing dance program as described in this RFP. The assessment of relevant qualification will be used as a means of evaluating capability to successfully meet the NAFI’s requirements as described in this RFP.

Factor 2 will be evaluated based on the variety of proposed lesson and fee to customer.

Factor 3 will be evaluate based on the experience related to dance program. The assessment of relevant experience will be used as a means of evaluating capability to successfully meet the

NAFI’s requirements as described in this RFP.

The non-price factors along with price factors will be used to evaluate proposals. Factors are listed in ascending order of importance.

Order of Importance: The order of relative importance for the evaluation Factors is established as follows:

1) Factor 1 is significantly more important than Factor 2, 3 and 4

2) Factor 2 is more important than Factor 3 and 4

3) Factor 3 is more important than Factor 4.

11. The NAFI requests the proposal to be effective for 60 days after submission.
