About this file

This is a Sole Source Request form submitted by the Colorado Bureau of Investigation (CBI) to the State of Colorado for procurement of specialized services from Computer Projects of Illinois (CPI). The request seeks approval to engage CPI for configuration and upgrade services related to the state-wide law enforcement system known as CCIC (Colorado Crime Information Center), specifically to configure the OpenFox Message Switch to align with National Crime Information Center (NCIC) National Information Exchange Model (NIEM) eXtensible Markup Language (XML) standards and NCIC Third Generation (N3G) specifications. The procurement covers Statements of Work CO-2026-001, CO-2026-002, and CO-2026-003, with a contract term running from July 1, 2026, through June 30, 2027. The project encompasses system configuration work with anticipated additional system maintenance costs in subsequent years.

The estimated total cost for this sole source procurement is $700,000, allocated entirely to services with no separate goods component. The CBI justifies the sole source designation on the basis that CPI is already the established vendor for the state-wide law enforcement system, and switching vendors would require prohibitively expensive data migration, system re-implementation, and training costs that would far exceed the scope of this upgrade project. The agency determined price reasonableness through comparison with historical rates and catalog pricing. The Sole Source Request was approved by the EDO Purchasing Director as submitted, with the determination being valid through the specified approval date. The purchasing agent assigned to this procurement was Stephanie Marceca, with NPSS1 number REAA 2026*0241.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

SECTION F – Sole Source Justification

1. Provide a detailed explanation of the vendor's Sole Source Status. WHY we MUST buy this particular good and/or service from this Vendor.

2. If this request is NOT approved, what method of source selection would the agency/IHE use to satisfy the requirements of the Procurement Code?

3. Is there any additional information that you’d like to provide in order for this request to be considered?

We are already contracted with CPI for our law enforcement system. The monies received are for this specific upgrade and would not be enough to justify implementing an entire new system that is separate from what law enforcement uses everyday.

We have multiple systems integrated and several ongoing projects with this vendor. Implementing a new state-wide law enforcement system would require significant funding and time, far beyond the scope of this project.

Will submit a Special Circumstance Request

Keeping our law enforcement systems that CBI provides to all our law enforcement partners across the state consistent, readily available and familiar is of the utmost importance. Having to switch vendors, import the data that CPI already has would be very costly on both monetary and time constraints.
