(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

BPAs will be established with up to three (3) Offerors whose quotes represent the best value to the Government based on the evaluation criteria. The following factors shall be used to evaluate offers:

a. Technical Acceptability

b. Price

10. BASIS OF AWARD

a. Award will be made in accordance with FAR Part 13 procedures, the procedures specified in the RFQ and on the basis of the lowest priced quote meeting the acceptability standards. A BPA may be established with a contractor who is deemed responsible IAW FAR 9.1, as supplemented, whose quote conforms to the RFQ’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ instructions) and is judged, based on the evaluation factors, to represent the technically acceptable quote with the lowest price.

b. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges using Interchange Notices (INs) if, during the evaluation, it is determined to be in the best interest of the Government. Offeror responses to INs will be considered in making the award decision. Interchanges may be conducted with one, some or all Offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ.

c. The Government intends to establish up to three (3) BPAs with responsible contractors whose quotes represent the lowest price technically acceptable (LPTA) to the Government. The Government reserves the right to award multiple BPAs under this solicitation to meet the Government’s requirement. Quotes will be evaluated in accordance with the LPTA methodology. This agreement does not obligate the Government, only calls made from authorized callers will obligate the Government.

11. TECHNICAL ACCEPTABILITY

a. The quote will be evaluated against the following Technical Acceptability criteria.

An Unacceptable rating on any criteria in this section renders the entire quote unacceptable, and therefore not eligible to establish a BPA.

i. The quote shall include a cover letter that contains the Offeror’s name, address, CAGE Code, UEI, Business Size under NAICS Code 611420, and Company Point of Contact email and phone number. The cover letter shall also include a statement that the Offeror’s quote is valid for six (6) months from the quote due date and a statement acknowledging any RFQ amendments.

ii. Acceptability will be determined by the Offeror’s ability to demonstrate a clear understanding of the scope of work and their capability to fulfill this requirement for ACC/A6. To fulfill this requirement for ACC/A6, the Offeror must be able to provide all fifteen (15) required brand-name CompTIA items in Attachment 1. An Offeror who cannot provide all fifteen (15) required CompTIA items will be determined ineligible to establish a BPA. Please see the table below for the Acceptable/Unacceptable rating definitions.

Rating Definition Acceptable The quote demonstrates a clear understanding of the scope of work and the Offeror’s capability to fulfill this requirement for ACC/A6 by including a completed Attachment 1 with pricing for all fifteen (15) required brand-name CompTIA items. The quote also provides information confirming the Offeror is a licensed/authorized reseller of CompTIA products with a “Letter of Supply”. The offeror shall include a copy of the “Letter of Supply” with their quote.

The quote does not provide information confirming the Offeror is a licensed/authorized reseller of CompTIA products with a “Letter of Supply”. The offeror does not include a copy of the “Letter of Supply” with their quote.

12. PRICE

a. The Government will organize the quotes based on the lowest price and will evaluate the lowest priced Offeror for technical acceptability first. If the lowest priced Offeror is technically acceptable and that offer represents the best value for the Government, a BPA will be established with that Offeror. This process will cease once up to three (3) BPAs are established. The Government is not obligated to establish three BPAs.

i. The price evaluation will be based on the Offeror’s quoted prices for all fifteen (15) required brand-name CompTIA items in Attachment 1.

ii. Additionally, pricing will be evaluated for completeness and reasonableness. An Offeror whose price is determined to be incomplete or unreasonable will not be considered for award.

1. Completeness: The quote will be reviewed to determine the extent to which all price elements have been addressed. To be considered complete, the Offeror shall provide a completed Attachment 1 with pricing for all fifteen (15) required brand-name CompTIA items.

The Offeror is required to fill in all cells highlighted yellow in the attachment.

2. Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques in FAR Part 13.

13. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Products and
