The Federal Bureau of Prisons seeks to continue Comprehensive Medical Services (CMS) at the United States Penitentiary (USP) in Atwater, California through a sole-source acquisition with Seven Corners, the incumbent contractor. The interim acquisition covers the period of August 1, 2026 through September 30, 2026 with an estimated total cost of $407,930.00. Seven Corners will continue providing services at rates consistent with option year four of contract 15B61819D00000001, which were established under competitive conditions and deemed fair and reasonable. The Field Acquisition Office is currently conducting a competitive procurement for a new indefinite delivery/requirements contract incorporating Firm Fixed Unit Pricing, after which this sole-source justification will no longer be necessary. The justification cites the critical and urgent nature of healthcare delivery, the inability to meet the 30-day service commencement period required for transitioning to a new administrator, and the 30-60 day requirement for security clearance processing. Seven Corners is identified as the only provider capable of ensuring seamless service delivery without any lapse in performance, given its established medical network, over five years of service history at the institution, existing provider credentials and background clearances, and current onsite outpatient services. Required services include inpatient and outpatient facility and physician services, as well as specialist services including ENT, general surgery, neurology, ophthalmology, orthopedic surgery, psychiatry, urology, optometry, and oral surgery. Market research confirms comprehensive medical services are available from multiple vendors in the commercial marketplace; however, the immediate availability of community-based healthcare services without operational disruption justifies the single-source award under 41 U.S.C. § 3304(a)(1) and FAR Deviation 6.103-1.
