About this file
This is a Non-Competitive Procurement Justification Memorandum from the Naval Surface Warfare Center Cardelock Detachment (NSWCCD) for a specialized composite sunshield material. The procurement is for sheet stock material from either Toray Advanced Composites or Lingol Corp to support the Corrosion Control Working Group's fleet maintenance initiative. Per NAVSEA drawing 504-8911654, only these two vendors are approved, as they are the only manufacturers that have met the required testing standards for RSL Composite Sunshield technology.
The procurement is valued at $24,569 with a desired delivery date of 31 October 2025. The material will be used to create composite sunshields and gauge panels to mitigate corrosion-related maintenance on metallic sunshields. The justification for non-competitive procurement is based on the specific material requirements, with the memo citing Federal Acquisition Regulation (FAR) provisions that allow for solicitation from a single source when only specific manufacturers can meet the technical specifications.

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025
MEMORANDUM FOR FILE
FROM:
CODE: 617
TO: Code 02 DATE: 29 August 2025 SUBJECT: Non-Competitive Procurement Justification Memo for Actions Under SAT
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer
3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)
The Corrosion Control Working Group has tasked SEA05 to combat corrosion throughout the fleet. NSWCCD has spent several years developing RSL Composite Sunshield technology for the mitigation of corrosion-related maintenance on the current metallic sunshields for the fleet. A specific stock sheet has been found that can be molded to create RSL Composite Sunshields and meet all material requirements. SEA05P Painting Center of Excellence has also funded the testing of this material to make composite gauge panels, and the material has proven to withstand all required testing. As part of the Corrosion Control Working Group this SAP for the sheet stock will assist in combating corrosion throughout the fleet.
Per the NAVSEA drawing and as mentioned in the PWS Special Qualifications According to NAVSEA Drawing 504- 8911654 General Note 3A: Material Citing Reference 3 for material vendors there are two approved vendors Lingol (CAGE:
53X82 PN: NAVSEA 8817012) and Toray (CAGE: 02SW6 PN: L6433, GI 7581 012 BB 5408 288 (3660 x 1220)) either vendor is valid for this SAP, differences in sizes require a different amount ordered as shown in the IGE. As these materials are the only ones to have met the required testing standards set by NAVSEA Technical Warrant Holders the material must be ordered from one of these two vendors. The estimated cost is and desired delivery is 31 October 2025.
