About this file
This is a detailed specification document for a compact motor grader procurement by the Maine Department of Transportation (MDOT). The state is seeking to purchase two compact graders equipped with specific technical requirements including a diesel-powered, turbocharged Caterpillar 4.4 engine with 114 HP minimum, six-wheel articulated design with four-wheel tandem drive, operating weight between 16,000 and 19,000 pounds, and a 10-foot moldboard blade with full hydraulic operation capabilities. The equipment must be fully inspected, serviced, assembled, and ready for operation upon delivery to Maine DOT Fleet Services at 105 Capitol Street, Augusta, Maine. Bidders are required to submit detailed specification sheets certifying their equipment matches the stated requirements, list any exceptions separately, and provide evidence of service facilities in Maine staffed with trained technicians and stocked repair parts.
The procurement emphasizes comprehensive training and support requirements from the winning vendor, including a minimum of four hours of operational training within Maine DOT Region 2, factory-certified technician training at Fleet Services covering engine, electrical systems, transmission, HVAC, and hydraulics systems for up to 15 technicians, and a refresher training in the second year following the vehicle's in-service date. Vendors must provide two complete parts manuals, two complete service manuals, two operator manuals, two laptop-to-vehicle interface cables with USB compatibility, vehicle diagnostic software supporting engine and transmission diagnostics, and grant MDOT free access to manufacturers' online service information centers for ten years. The manufacturer's standard warranty applies from the MDOT in-service date, with warranty terms and conditions required as part of bid proposals. All bid proposals must include shipping and delivery costs to the specified Augusta location, and bids will be evaluated based on price, warranty coverage, manufacturer performance data, delivery schedule, parts availability, and other relevant factors.
