About this file
This is a detailed specification document for a compact motor grader procurement issued by the Maine Department of Transportation (MDOT). The solicitation requests two compact diesel-powered articulated motor graders, each with six wheels including four-wheel tandem drive capability and an operating weight between 16,000 and 19,000 pounds. The graders must meet or closely match the specified requirements for engine, transmission, braking, steering, hydraulic systems, cab features, and blade configuration. Key specifications include a Caterpillar 4.4 turbocharged diesel engine with minimum 114 horsepower, six forward and two reverse gears with electronic shift control, hydrostatic steering with an 18-foot minimum turning radius, 10-foot moldboard blade, and a fully enclosed pressurized cab meeting ROPS and PROFS standards. The solicitation requires bidders to provide comprehensive training for operations and maintenance personnel, including a minimum of four hours of operational training within Maine DOT Region 2 and detailed technical training for fleet service technicians scheduled in the eleventh month following in-service date. All equipment must be fully inspected, serviced, assembled, and ready for work upon delivery to Maine DOT Fleet Services in Augusta, Maine.
Award will be made on a best value basis considering price, warranty terms, manufacturer performance data, delivery schedule, parts availability, and service facility capability. Bidders must certify they maintain service facilities in Maine with trained technicians and adequate repair parts inventory, and failure to provide sufficient supporting documentation such as manufacturer brochures and detailed specification sheets may result in bid rejection. All bid pricing must include shipping and delivery costs to the Augusta location. The manufacturer's standard warranty will apply and commence on the MDOT in-service date, with warranty terms and conditions required to be submitted with the bid proposal. Upon delivery, the dealer must provide sales invoices, certificates of origin, dealer certificates, and title applications for each unit. Bidders are required to submit any exceptions to the specifications separately and clearly noted; exceptions not listed in this manner will be considered as vendor compliance with all listed specifications.
