About this file
This document is a Memo to File providing documentation to explain the absence of competition for a lease extension. The lease (number LKY00319) for the Social Security Administration (SSA) located at 140 Flynn Ave in Frankfort, KY, expired on August 31, 2023, and requires a 48-month extension within the Simplified Lease Acquisition Threshold (SLAT). The extension is justified primarily by unexpected government delays in acquiring replacement space, with the document noting that the extension will avoid costs associated with holdover tenancies and that the government cannot reasonably recover relocation costs through full and open competition.
The memo, prepared and approved by Stephanie Carlson on 6/17/25, includes Project Number 5KY0175 and is supported by GSAR 570.405. The lease extension is deemed necessary due to cost-based rationale, specifically to protect the government's occupancy rights when it cannot vacate the premises by the existing contract's expiration. While a mission-based rationale section is included, it remains unspecified in the document, with a placeholder for the agency's mission justification for the unique location.
