REQUEST FOR PROPOSALS

Introduction:

The City of Oak Park is pleased to request proposals for professional construction management services for the purposes of building a new city Community Center as well as the demolition and site work associated with this project.

The new Community Center will consist of a state-of-the-art, multi-functional space with a gymnasium, natatorium, meeting rooms, and sports fields located along Oak Park Blvd. within the Oak Park Municipal Complex. This project will include the services of a professional architect and engineering firm. These services to be hired at a later date.

In 2022-2023, The City of Oak Park embarked on a yearlong public engagement process to gather community input as to the future of our recreational facilities. This work was compiled into a ten-year Parks and Recreation Master Plan. Available upon request, this plan aims to improve existing parks / facilities as well as propose new facility amenities identified during the public engagement. One of these facilities is a new Community Center. This Community

Center building will cater to our youngest residents to our active senior citizen population.

2023), and the adjacent Event Hub construction (construction began in late-Spring 2025), the

Construction Management:

The City of Oak Park is looking to hire the professional services of a construction manager (CM) to lead us through this project. Broken down into pre-bid and post-bid programs, both and tentatively planned to be awarded to one firm. This CM will not only work with the selected

Architect / Engineer on the design, but also assist in the development of updated project costs through schematic design (SD), design development (DD), and construction documents (CD) phases to ensure that the city project is on track and within budget. The selected CM shall also be onsite and run the day-to-day management of the project during construction via a Project

Superintendent. The selected CM will also act as an owner’s representative and represent the city’s best interests throughout the project.

See below for a more detailed list of project expectations for the CM.

Pre-bid CM Services: (to include, but not limited to)

• Provide guidance in the creation of the RFP, review, and selection of other partners on this project. This may include the Architect, Engineer, Owner’s Representative, Audio /

Post-bid CM Services: (to include, but not limited to)

• Provide professional insight, knowledge, and experience as to viability of the project.

• Schedule and lead project progress meetings. This shall include the creation of meeting minutes for distribution.

• Document project with pictures and field notes.

• Project Closeouts to be provided in both hard copy and electronic formats.

• Full project accounting for accurate and timely tracking of the CM’s scope of work.

Site work:

The design will be performed by a separate Engineering firm. Inspection services of the civil work will be performed in coordination with city staff and a third-party testing consultant. While it is the intention to utilize much of the existing onsite infrastructure, the overall site plan will include the removal, replacement, and relocation of parking lots, storm sewers, combined sewers, water mains, as well as sidewalks, site lighting, and other site amenities.

The awarded CM shall also be prepared to assist city staff with the project permitting, third-party permitting, and city site plan approval. The site work and associated contract will be included in the CM contract.

Meetings (in-person and virtual):

Each proposal shall include a listing of the anticipated meetings to be attended. This list should include whether the meeting would be in-person or virtual. These meetings shall include, but are not limited to:

• Kick-off meeting

• Public Engagement meetings

• Design Meetings

• SD, DD, CD Page Turns

• Pricing / Progress Meetings

It is important to note that there is no limitation to the number of meetings that the CM will attend as part of this project.
