About this file
This is a Performance Work Statement (PWS) for the Commodities System contract opportunity. The Department of the Navy Naval Supply Systems Command seeks an online, non-bespoke, unclassified maritime trade intelligence tool that provides commercial information on seaborne energy and dry bulk commodity cargoes. The system must deliver real-time or near-real-time intelligence on global commodity movements, vessel tracking, and trading patterns to support Navy decision-making and supply chain operations. The tool should be accessible through standard web interfaces and provide data analytics capabilities for analyzing trends in maritime commerce related to energy and bulk commodities.
The PWS establishes performance requirements for data accuracy, system availability, and reporting capabilities that the contractor must maintain throughout the contract period. The system must integrate with existing Navy information technology infrastructure and comply with federal cybersecurity standards for unclassified information. The contractor is responsible for maintaining data feeds, ensuring system performance metrics are met, and providing technical support to Navy users. Pricing and contract duration details would be specified in the associated solicitation documents, with this being a pre-solicitation notice indicating the Navy's intent to proceed with formal competitive procurement.

PERFORMANCE WORK STATEMENT
Trade Intelligence Tool and Commodities
1.0 Background:
The US Navy provides support to the U.S. Government on maritime domain awareness, plans, programs, and operations as well as tracking seaborne trade and commodity flows globally. To effectively support these efforts, the US Navy requires unclassified, subscription-based, online access to a highly accurate and detailed maritime trade intelligence tool. This online web service must provide data on individual commodity cargoes, overall commodity flow levels, and the entities that support these commodity flows, as well as providing tools for display and analysis.
Non Personal Services: Non-personal services shall be provided under this contract. Personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
Inherently Governmental Functions: The Contractor shall not under any circumstance perform inherently governmental functions as defined in FAR 7.5 under this contract. Examples of inherently governmental functions include making purchases on behalf of the Government (i.e., office supplies, equipment repair), approving or certifying employee travel or training, initiating security clearance requests, personnel requests, or making budget decisions.
Description of Scope: The US Navy needs an online, non-bespoke, unclassified maritime trade intelligence tool proving commercial information on seaborne energy and dry bulk commodity cargoes. In addition, the US Navy requires information on specific vessels, shipping companies, charterers/shippers/brokers, ports/terminals, and routes associated with these commodity cargoes, including maritime chokepoints. The data should include all types of commodity cargoes moving by sea, including dry bulk (including coal, iron ore, bauxite, chromium, and agricultural/grain cargoes; rare earth mineral cargo data where possible), gas (liquefied natural gas (LNG) and liquefied petroleum gas), and other liquid cargoes (including crude oil and refined products). Data should be updated at least once per month, and the tool’s graphical user interface must facilitate a broad range of data analysis. This commodity flow data, as well as the intelligence tool’s associated visual display and analytical tools, should be available via Internet login 24 hours/day, 7 days/week.
2.0 Tasks: The contractor’s trade analysis tool shall provide the US Navy with two commercial accounts allowing access to trade intelligence tool. Specific tasks are as follows:
2.1 Task 1
· Contractor shall provide two user accounts to access a non-bespoke online trade intelligence tool described in the Description of Scope. Access should be via login to a commercial website that is available 24/7.
· The trade intelligence tool should receive and process real-time information on commodity cargoes underway, both dry and liquid, as described in the Description of Scope above.
· Identify all entities associated with the commodity cargoes, including (as noted in the (Description of Scope) specific vessels, shipping companies, charterers/shippers/brokers, ports/terminals, and routes associated with these commodity cargoes
· Among the commodity groups noted in the Description of Scope, the trade intelligence tool must be able to track voyages and overall commodity flows of key energy commodities, including crude oil and condensate, liquefied natural gas, and refined products. The tool must also be able to provide data on crude oil and LNG inventories, refinery output, and floating storage by country and facility
· The tool should be able to roll up commodity data from individual voyages into information on overall commodity trade quantities by exporting and importing countries voyages, as well as providing trend analysis.
· The tool should provide relevant news and other information related to key commodity supply/demand markets.
3.0 Deliverables: Two user accounts for the commercially available online market intelligence system
4.0 Data Rights: All analysis derived from the trade intelligence tool shall be for official US Government use only. The Government shall take every reasonable step to ensure that data is not made available within the public domain in accordance with 252.227-7015.
5.0 Period of Performance:
Base Year: Subscription for one year and four options Option: TBD
