Statement of Work Commissioning Agent for Project 583-22-106 Replace Electrical Distribution Panels & Expand Distribution to A- Wing A. General Scope The Commissioning firm shall furnish professional services as a commissioning agent and consultant for project 583-22-106 Replace Electrical Distribution Panels & Expand Distribution to A-wing. The Project is to improve the electrical system and expand the electrical distribution to A-Wing within Bldg. 1, WTS at the Richard L. Roudebush Veterans Affairs Medical Center, 1481 West 10th Street, Indianapolis, IN 46202.

The Commissioning firm will be used as a consultant and a subject matter expert to support the Contracting Officer (CO) and Contracting Office Representative (COR) during the Design phase and the Construction phase of the Project.

The Commissioning agent shall certify the design and construction to meet Federal Mandates and applicable code standards.

The commissioning authority shall verify the performance of the components and systems, ensure design requirements are met, develop a commissioning plan, include commissioning and requirements in construction documents, verify installation and performance of commissioned systems (testing and system monitoring), review and verify operation/maintenance manuals and training, and a commissioning report.

B. Specific Requirements during Design

1. The Commissioning Agent shall assess the power and capacity that is currently being provided by all the electrical supply equipment within Building 23 and Substations room(A-B0139) to validate the A/E’s assessment.

2. The Commissioning Agent shall assess the load from all the electrical equipment that receives service in the A-Wing from the Bldg.23 and A-wing Substations Room to validate the A/E’s assessment.

3. The Commissioning Agent shall review and verify if the existing A-wing emergency generators (3) can provide 100% backup emergency power for all new and existing equipment that is specified to be installed within the A-wing HV Switchgear Room. If the A-wing generator capacity be insufficient, or changes are needed, the Commissioning Agent shall make sure the A/E includes the necessary changes on their design.

4. The north and east existing HV lines within the A-wing HV Switchgear Room require new switchgear. The Commissioning agent shall VERIFY that the A/E include the installation of new breakers in the design.

5. The Commissioning Agent shall review the A/E’s plan for removal/demolition of the substations to ensure there are no service interruptions and areas are continuously served with redundant power sources during the evolution. The Commissioning Agent shall review the Lockout/tagout plans from the A/E. The Commissioning Agent shall make sure the plan(s) include estimated durations of time expected to complete the various task assignments.

6. The Commissioning Agent shall review the A/E’s strategy for any outages needed to complete work in Building 23, to include any feeder switching that may need to be completed in other areas of the facility.

7. The Commissioning Agent shall review all Facility Condition Assessment (FCA) deficiencies related to A Wing power to make sure the A/E will include all deficiencies will be addressed during the project.

8. The Commissioning Agent shall ensure the A/E provides a summary/narrative at each phase of the project and review said summary/narrative.

9. The Commissioning Agent shall assist the COR in finding replacement electrical equipment and components if the lead time is out of the range of the project.

10. The Commissioning Agent shall review the design to ensure it prevent any interruptions to veteran care. If temporary equipment is the only way to prevent interruptions, the Commissioning Agent shall be involved to make sure proper equipment will be used and this is included in the bid documents. If an outage is required, then the Commissioning Agent shall assist the VA in determining what will be affected during the outage, if the VA determines this is required.

11. The Commissioning Agent shall review design to verify that the A/E includes all supporting calculations related to the design at each design phase.

12. Contractor shall attend all weekly progress meetings during the design phase, via Teams will be acceptable.

13. Commissioning Firm shall review and discuss the AE’s cost estimate with the COR to ensure that the project cost will be within the VA’s budget and compare the estimate to current market values.

In Building 23

14. The Commissioning Agent shall review the A/E’s design to ensure that the plan is to use two switchgear spares (High Voltage Breakers) that are not currently used to feed the A Wing from Bldg. 23 to the A-wing Substations Room (A-wing basement), one of these Switchgears shall be a spare that is not normally used. The Commissioning Agent shall ensure that the Main-Tie-Main, located within Bldg. 23, has an auto-paralleling feature.

15. The Commissioning Agent shall review the AE’s design to ensure that the plan is to run three conduits between building 23 and the A-wing Substations Room (A-wing basement). Two to be used for the new two service lines and the third one to be used as a spare for the future. The Commissioning Agent shall make sure the A/E is not using the same path that was used for existing feeds.

Substations room (A-B0139)

16. The Commissioning Agent shall verify that the A/E’s design is to Install double ended subs for AMS1, AMS2, & AMS3 with a closed paralleling tie so that we can switch feeders without having to turn power off to the A-Wing. This would eliminate any outages that may occur due to any maintenance. The VA’s expectation is to have the spare feed that supplies all three subs, along with an independent primary feed.

17. The Commissioning Agent shall verify that the A/E’s design ensures that existing concrete curbs/pads are compatible with new substations or specify the modifications that need to be completed to existing curbs/pads.

18. The Commissioning Agent shall verify that the A/E’s design includes demo plan for all the existing equipment that will be replaced and its attachments as well as one existing substation that is not been used in the room. Demo plan shall include but not be limited to disassembly of large equipment, recycling, removal, etc. All drawing notes shall be verified by the A/E to be complete.

19. The Commissioning Agent shall verify that the A/E’s design follows VA guidelines for the minimum required distance from other utilities and not use the existing electrical path from Building 23 to underground steam vault to A-wing HV Switchgear Room. The drawings shall call out hydro-excavation if the utilities cannot be 100% identified.

20. The Commissioning Agent shall make sure that the A/E’s design assesses all services that will be affected during electrical shutdowns. The Commissioning Agent shall make sure that the Shutdowns shall take place after hours/weekends to not affect normal hospital operations.

21. The Commissioning Agent shall verify that the A/E’s design includes a reasonable phasing plan to include utilizing a generator to provide power for all equipment removal and replacement; and configured in such a way that all critical circuits maintain two power sources.

22. The Commissioning Agent shall verify that the Phasing plans includes the temporary equipment location, drawings with all equipment connections, risk assessment and refueling plan that shall be provided to the construction contractor. Refueling shall be the responsibility of the construction Contractor.

23. The Commissioning Agent shall make sure that the A/E’s design includes replacing the existing lighting within the A-wing HV Switchgear Room with new LED lighting.

24. The Commissioning Agent shall make sure that the A/E’s design includes a plan to refinish the floor, paint all concrete curbs yellow, and provide new rubber floor mats.

25. The Commissioning Agent shall make sure that the A/E’s design Specifies all electrical shutdown work to be accomplished after hours.

26. The Commissioning Agent shall verify that the A/E’s design Provides appropriate signage plan for proper identification and safety purposes within the A-wing HV Switchgear Room.

27. The Commissioning Agent shall verify that the A/E’s design provides proper climate control (heating and cooling) within the A-wing HV Switchgear Room for worst case conditions.

28. The Commissioning Agent shall verify that the A/E’s design ensures that the exhaust system is designed to address the expected heat load of both the existing and new electrical equipment within the A-wing HV Switchgear Room. The Commissioning Agent shall make sure that the A/E’s design ensures the generator exhaust is directed so that the exhaust will not be sucked in the nearby AHU intakes or exhaust into pedestrian walkways.

29. The Commissioning Agent shall verify that the A/E’s design develops a plan to mitigate flooding issues in the switchgear room. The A wing Switchgear room has flooded in the past. The Commissioning Agent shall make sure that the A/E evaluates the storm drainage situation and provide solutions to prevent future flooding.

A Wing Generator (3) room

30. The Commissioning Agent shall verify that the A/E’s design extend MCC panels and add spare buckets to allow expansion and accommodate future emergency power requirements. Contractor may need to do some modifications to the room to make this happen.

C. Specific Requirements during Construction

1. Commissioning firm shall review all construction contractor’s bids for the project and assist the CO and COR during the bidding process.

2. During Construction and by VA direction, Commissioning Firm shall review any RFIs and shall assist the VA on answering them within three business days.

3. During Construction and by VA direction, Commissioning Firm shall review any submittals, decline/approve, and send them to the COR within three business days.

4. Commissioning firm shall perform at least one site visit weekly, unless the COR approves a different visit schedule, during project construction until project completion to ensure that the workmanship and quality meet or exceed the expectations of the VA.

5. Commissioning firm shall monitor the project progress compared to the project schedule to help keep the project on or ahead of schedule.

6. Commissioning firm shall perform the final punch list which will cover the review of the project system to ensure that the systems are programed and adjusted for the project.

7. Commissioning firm shall assist with the review and turnover of all paperwork associated with the project (wiring diagrams, installation manuals, parts books, owner's manual, test reports, operating permit and so on) to the VA.

8. Commissioning firm shall perform Safety Audits during construction.

9. Commissioning firm shall be monitoring the project progress compared to the project schedule to help keep the project on or ahead of schedule.

10. Commissioning firm shall perform an inspection of all newly installed equipment/system(s) to ensure that all work is completed and provide inspection reports to the COR.

11. Contractor shall attend all weekly progress meetings during the construction phase. Via Teams will be acceptable unless the VA requires them to attend in person with prior notice.

12. Commissioning firm shall attend all meetings that the COR or the CO ask them to attend if they are related to the project, and if VA personnel provide at least 24 hours’ notice.

13. Commissioning firm shall review and discuss all invoices with the COR.

14. Commissioning firm shall verify that the contractor will install all the required equipment and utilities as per the contract bid documents, NFPA, NEC, the VA Specs, VA Design Manual, and all Indiana state and local codes.

15. Commissioning firm will commission Architectural, Structural, Electrical, Mechanical, Plumbing, Life Safety and Fire Protection systems. Contractor shall provide a detailed report with associated photos and recommendations for correction of all work after each site visit. Commissioning firm shall provide specific specifications/drawing notes/code references for any work that does not meet a specific specifications/drawing notes/code requirement when they ask for corrections.

16. Commissioning firm shall inspect/test all electrical work and equipment and review all electrical connections (HV/MV/LV) to ensure that all installation work meets compliance with the latest NFPA, NEC, the VA Design Manual and submittal requirements.

17. Commissioning firm shall provide his visit report within 24 business hours or less after conducting the visit.

18. Commissioning Firm shall perform preinstallation inspection of the equipment and request simulated functional testing performed by the manufacturer.

19. The Commission Agent shall provide additional electrical testing to the equipment. The primary recommended standard for independent testing of the installation of electrical systems is ANSI/NETA ATS.

D. The Commissioning firm shall respond immediately to VA personnel in case needed for emergency.

E. Contractor shall review and comply the VA Whole Building Commissioning Process Manual.

F. Commissioning Agent Shall follow all Applicable Commissioning Specifications on the VA Technical Information Library (TIL) available at http://www.cfm.va.gov/til/index.asp.

G. Commissioning Firm shall secure all materials before, during and after service. The Government assumes no liability for loss of or damage of Contractor owned property held on Government premises.

H. RLR VAMC is a federal facility. RLR VAMC, its Contractors and subcontractors shall comply with all Federal, State, and local laws. The most stringent law shall apply regardless of agency hierarchy. Commissioning Firm shall comply with all UP TO DATE codes as well as specific codes applied in VA construction jobs such as NEC, NFPA, OSHA, VA Design Guides and Manuals.

I. Commissioning Firm shall obtain all necessary licenses and/or permits required to perform this work. Commissioning Firm shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract. Commissioning Firm shall be responsible for any injury to their and employees, as well as for any damage to personal or public property that occurs during the performance of this contract due to fault or negligence and shall maintain personal liability and property damage insurance having coverage for a limit as required by laws of the State of Indiana.

J. Commissioning Firm shall review, discuss with the COR all biddable documents, and make sure all work is meeting all the requirements. The VA Technical Information Library (TIL) available at http://www.cfm.va.gov/til/index.asp is managed by the VA Office of Construction and Facility Management. It is the master repository for all VA Numbered Standards for Construction to include design and construction specifications, procedures, standard details, BIM/CAD standards, equipment guides, space planning and design guides. The documents of the TIL shall be the minimum design criteria for all VA projects performed in the construction of new facilities and the modernization, alteration, addition, or improvement of its real property.

VA additionally through the documents on the TIL has adopted the latest edition of the following codes and standards (but not limited to):

Design Phase Controls Meeting
Meet with the Design Team and VAMC to develop HVAC and other system control strategies, sequences of operation, trending, and alarms.

The Commissioning Agent acts as a advocate for the VAMC and the facilities operations staff to assist the Design Team in developing realistic operating strategies and sequences of operations that will enable the facilities operations staff to operate the building systems to sustain the operational, energy and other systems parameters throughout the project life cycle.

Update the Project Design Phase Commissioning Plan, including any revisions to Commissioning Team Members, Schedules and other modifications required by the progress of the project.

Submittal & Shop Drawing Review

Review all pertinent project shop drawings necessary to support the Commissioning Process. Review of the shop drawings is for the purpose of developing appropriate Pre-Functional Checklists and Systems Functional Performance Test Procedures. Submittals & Shop drawings shall be reviewed for commissionability, maintainability and for compliance to the Construction Documents.

Note any issues identified in the Shop Drawing Review that might compromise the final commissioned system on the ‘Commissioning Review Log’ and submit comment to the Design Team and the RE contemporaneously with the A/E review for resolution.

Comments shall be submitted in accordance with the contractual submittal review time. Comments shall be provided to the Design Team no less than 7 days prior to the Submittal Review Due Date provided that the Cx Agent has no less than 7 days to review the submittals.

ANY ISSUES IDENTIFIED IN THE SUBMITTAL REVIEW THAT MIGHT REQUIRE A CONTRACT CHANGE BUT IS NECESSARY TO MEET DESIGN INTENT SHOULD BE SPECIFICALLY REFERRED TO THE RE.

Commissioning Construction Observations

During the course of construction, the Commissioning Agent will visit the site to observe the progress of construction with respect to the systems being commissioned. The focus of the observations will verify that systems being installed comply with the Construction Documents and can be successfully configured, operated and maintained.

In addition, site observations visits will be scheduled to include.

Witnessing factory testing and/or contractor equipment/system start up activities.

Verification of Completed Pre-Functional Checklists Verification that the Contractor and his subcontractors are completing and documenting Pre-Test procedures required by the specifications.

Clarification and technical support for understanding and resolving Commissioning Issues.

Commissioning Team Meetings

The Commissioning Agent will hold regular commissioning team meetings to review progress of the commissioning effort and reinforce individual responsibilities. The team will review schedule, construction sequence, and completed work (PFC, PFT and FPT’s) and outstanding issues on the Commissioning Issues Log.

Commissioning Team Meetings may be held at the jobsite or by teleconference depending upon the status of construction. While it is imperative that many of the Commissioning Team Meetings be held in person, during early construction phases, some meetings may be more cost effectively conducted remotely. Scheduling and location of meetings shall occur by consultation between the Commissioning Agent and the VA-RE.

The Prime Contractor’s scheduler should attend approximately every other Commissioning Team Meeting to review the master schedule and any changes that will affect commissioning activities.

Develop Final Pre-Functional Checklists (PFC’s)

The Commissioning Agent will prepare Pre-Final Pre-Functional Checklists (PFC) for the project and distribute to all Cx Team members for review and comment. The Commissioning Agent will incorporate review comments and prepare Final PFCs.

An executed PFC submitted by the Prime Contractor indicates the system and its related equipment is ready for Systems Functional Performance Testing.

The requirements for Pre-Functional Checklists shall be coordinated with the startup requirements specified for each commissioned system. The PFC’s shall be constructed to leverage the specified contractor and vendor start activities to avoid unnecessary duplication.

Final Systems Functional Performance Test (FPT’s) Procedures
Based on construction documents and approved submittals, the Commissioning Agent will prepare Pre-Final Systems Functional Performance Test Procedures (FPT’s) for systems to be commissioned.

Completed Final FPT’s will be distributed to all appropriate members of the Commissioning Team for review and comment.

Final FPT’s will be issued once comments are reviewed and incorporated into final documents as appropriate.
