STATEMENT of WORK Foreign Language Instructional and Training Materials
01/31/2020
1.0 INTRODUCTION. The Government provides instructional materials to facilitate foreign language training conducted at the Defense Language Institute Foreign Language Center (DLIFLC), Presidio of Monterey, California, and its affiliated locations.
2.0 BACKGROUND. DLIFLC has a need for a preferred reliable source to provide a wide range of foreign language instructional materials in a timely manner to meet language training mission requirements. These instructional materials must be made available to faculty and students before beginning language training.
3.0 SCOPE. The contractor shall provide published copyrighted instructional materials for a wide range of foreign language instructional materials that are adopted by DLIFLC.
They shall consist of such materials as student textbooks, student workbooks, teacher editions, teacher resource materials, assessment materials, and digital courseware such as on-line, CD-ROM, downloadable material, audio- cassette tapes/audio-text CDs or videos, DVDs, integral to the implementation of the curriculum.
4.0 APPLICABLE DOCUMENTS. (List of instructional materials, Technical Exhibit 1)
5.0 TECHNICAL REQUIREMENT.
5.1 All foreign language instructional materials shall be provided in its entirety, as requested per Delivery Order (DD Form 1155) with no substitutions. The materials shall be delivered in accordance with the Terms and Conditions of each Delivery Order to include specific Delivery Date.
5.2 The list of required foreign language books is provided to TECHNICAL EXHIBIT 1
5.3 Instructional Materials: Capability to add or remove new requirements quarterly.
5.3.1. The contractor(s) shall supply student and teacher textbooks and resources that may include the following:
5.3.1.1. Student/Teacher classroom instructional material to include CD/DVD.
5.3.1.2 Teacher editions, both printed and electronic/CD-ROM.
5.3.1.3 Authentic literature that provide lessons on authentic foreign language culture.
5.4. Delivery Requirements:
5.4.1 The Contractor(s) shall provide for the delivery of student textbooks and supplementary materials, (CDs/DVDs) teacher editions and related resources, as in accordance with the Contract Line Item Numbers (CLINS) and quantities listed in each individual task order.
5.4.2 Shipping mode shall be FOB Destination, Presidio of Monterey, Ca 93944.
5.5 The contractor(s) shall ensure all textbooks and referenced materials are available.
6. DELIVERABLES. (Materials requested in task orders shall be delivered within 6 weeks of the date of request unless otherwise agreed upon by the vendor and the government).
7. SUPPORTING INFORMATION
7.1 The contractor shall confirm availability of all items with the Point of Contact (POC) within two workdays of receipt of Delivery Order. Coordination with the COR shall be made on non- available items to the satisfaction of the Government.
7.2 Instructional materials are divided into three geographical regions, i.e. (1) Asia; (2)
European & Latin America: and (3) Middle East.
7.3 Quantity Range. Textbook ordering quantities shall be in accordance with each issued Delivery Order.
