Commercial/Specialty Vehicle and Safety Training RFP
This is a Request for Proposal (RFP) issued by the City of Santa Monica Finance Department seeking qualified firms to provide vehicle-specific safety training services for the City's commercial and specialty vehicle operators. The City employs approximately 2,000 workers across diverse departments including Public Works, police, fire, parks and recreation, Big Blue Bus Maintenance, sanitation services, and municipal airport operations, all requiring comprehensive safety training compliance with Cal OSHA and Department of Transportation regulations. The scope of work includes annual one-on-one driver assessments for approximately 100 commercial/specialty vehicle operators (including written tests, road skill evaluations, and post-test coaching), remedial training for drivers involved in preventable accidents (estimated 10-12 instances annually), development and implementation of DMV/DOT and Cal-OSHA required safety curricula, and forklift and aerial lift initial and refresher training comprising approximately 120 sessions annually lasting 60 minutes each and serving 10-25 employees per session. The RFP was released November 13, 2025, with questions due by November 24, 2025, at 3:00 pm, responses to questions provided by December 2, 2025, and proposal submissions due December 11, 2025, at 3:00 pm. The selected vendor must be capable of providing flexible scheduling between 6:00 am and 9:00 pm. The contract term is five years, and the City reserves the right to award to the best qualified proposer(s) based on evaluation criteria rather than lowest cost.
Evaluation will be points-based with 30 points allocated to Experience/Technical Competence (preferred for municipalities or government agencies), 20 points each for Quality of Work/Technical Capabilities and Project Management Team qualifications, 20 points for Cost competitiveness, and 10 points for Stability/References. Proposers must provide at least three references from public entities of similar size and scope, proof of California licensure, and evidence of Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and Automobile Liability insurance with minimum limits of $1,000,000 per accident. The RFP requires vendors to submit pricing for general safety training sessions, forklift and aerial lift training (initial and refresher), remedial driver training on an hourly basis, CDL certification preparatory courses, and traffic control training courses. Contractors with anticipated contract values exceeding $54,200 are subject to the City of Santa Monica Living Wage Ordinance, requiring a minimum wage of $22.50 for covered employees and mandating maintenance of detailed payroll records. All responses become City property subject to the California Public Records Act, with proposers able to designate specific elements as trade secrets or confidential information if clearly marked. The City reserves the right to reject any and all proposals, request best and final offers, terminate at any stage, and negotiate final contract terms; proposal costs are firm for 180 days after the due date or 60 days following a best and final offer request if one is issued.

3.1 Scope of Work
A. Commercial/Specialty Vehicle Operator Training- The consultant will annually provide one-on-one driver trainings to 100 commercial/specialty vehicle drivers in various job classifications across the City. The driver training will include:
1. A written test that evaluates the driver’s knowledge of commercial/specialty vehicle rules and regulations;
2. A one-on-one driver skill road test that evaluates the driver’s ability to drive a commercial/specialty vehicle; and
3. A post-evaluation review of testing results whereby the consultant provides the driver with feedback on their performance and, where appropriate, recommendations for strengthening their safe driving knowledge and skills.
The consultant will provide intensive coaching to drivers who failed to score above the City’s minimum testing standards with a goal of bringing the drivers into conformance with the City’s minimum testing standards.
B. Remedial Commercial/Specialty Vehicle Operator Training- The consultant will provide intensive job coaching to drivers who have been involved in a significant preventable vehicle accident while on the job. This service is estimated to be requested ten to twelve times a year.
C. DMV/DOT/Cal-OSHA Required Safety Training- The consultant will work with the City’s Safety Administrator to develop and implement an annual safety training curriculum covering the following subjects:

The training will consist of classroom review of the rules of operation, manufacturer’s instruction manual, equipment inspection, load capacities, and rescue procedures (if required). In addition, the consultant will provide practical training with instructor demonstrations of inspection, set-up, and stowing, followed by evaluation of employee performing inspection, set-up, stowing, and workplace operation.
Employees will complete a written post-test and receive a certification upon completion.

The training sessions will be delivered at designated sites across the City. Sessions should include instructor presentation, interactive learning, post training retention quiz, and where applicable, video and on-site practical instruction.
It is the City’s desire to provide the safety training during periods that we can ensure the greatest employee participation and are most convenient to our departmental operations. The consultant will need to be able to provide flexible scheduling and will need to be able to provide training sessions as early as 6am and as late as 9pm.

5.2.3 Oaks Initiative*
CITY OF SANTA MONICA OAKS INITIATIVE NOTICE
NOTICE TO APPLICANTS, BIDDERS, PROPOSERS AND OTHERS SEEKING
DISCRETIONARY PERMITS, CONTRACTS, OR OTHER BENEFITS FROM THE CITY
OF SANTA MONICA
Santa Monica’s voters adopted a City Charter amendment commonly known as the Oaks Initiative. The Oaks Initiative requires the City to provide this notice and information about the Initiative’s requirements. You may obtain a full copy of the Initiative’s text from the City Clerk.
This information is required by City Charter Article XXII—Taxpayer Protection. It prohibits a public official from receiving, and a person or entity from conferring, specified
Commercial/Specialty Vehicle and Safety Training personal benefits or campaign advantages from a person or entity after the official votes, or otherwise takes official action, to award a “public benefit” to that person or entity. The prohibition applies within and outside of the geographical boundaries of Santa Monica.
All persons or entities applying or receiving public benefits from the City of Santa Monica shall provide the names of trustees, directors, partners, and officers, and names of persons with more than a 10% equity, participation or revenue interest. An exception exists for persons serving in those capacities as volunteers, without compensation, for organizations exempt from income taxes under Section 501(c)(3), (4), or (6), of the Internal Revenue Code. However, this exception does not apply if the organization is a political committee or controls political committees. Examples of a “public benefit” include public contracts to provide goods or services worth more than $25,000 or a land use approval worth more than $25,000 over a 12-month period.
In order to facilitate compliance with the requirements of the Oaks Initiative, the City compiles and maintains certain information. That information includes the name of any person or persons who is seeking a “public benefit.” If the “public benefit” is sought by an entity, rather than an individual person, the information includes the name of every person who is: (a) trustee, (b) director, (c) partner, (d) officer, or has (e) more than a ten percent interest in the entity. Therefore, if you are seeking a “public benefit” covered by the Oaks Initiative, you must supply that information on the Oaks Initiative Disclosure Form. This information must be updated and supplied every 12 months.
