About this file
This is a Sources Sought Announcement for Commercial Space Domain Awareness (SDA) Sensors as a Service, targeting commercial space surveillance systems focused on Low Earth Orbit (LEO) observations. The U.S. Space Force is conducting market research to identify vendors capable of providing timely and accurate LEO space object data, with key requirements including metric data collection (radar, electro-optical, active/passive RF observations), compatibility with Unified Data Library schemas, and direct sensor tasking from government mission application layers. The announcement seeks solutions that prioritize data quality, verification, and traceability for time-critical decision-making, with a particular interest in near real-time space object discovery, tracking, characterization, and custody within LEO.
Responses are due by 6 June 2025 via a Microsoft Forms link, with participation encouraged from businesses of all sizes, though small and small disadvantaged businesses are especially welcome. The relevant NAICS code is 541715, and interested parties must be registered in the DoD Central Contractor Registry. The government is especially interested in capabilities supporting enhanced LEO situational awareness, rapid conjunction assessment, and anomaly resolution. Potential vendors must be prepared to handle export control requirements and may be subject to information sharing with advisory support contractors from Odyssey Systems Consulting Group, The Tech 7 Company, and Tecolote. This is a market research effort and does not constitute a formal solicitation or commitment to procurement.

Commercial SDA Sensors as a Service THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY, DO NOT INCLUDE CLASSIFIED OR PROPIETARY INFORMATION IN RESPONSES. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is under no obligation to acknowledge receipt of submissions or of the information received, or to provide feedback to respondents with respect to any information submitted under this announcement.
This Sources Sought seeks information on commercially available space surveillance systems that provide timely and accurate Space Domain Awareness (SDA) data specifically for the Low Earth Orbit (LEO) regime, delivered directly to mission applications. The goal is to identify systems offering sensors as a service with the critical capability for individual sensor tasking directly from a pre-existing US Government mission application layer.

System Description: Describe your commercial space surveillance system, including its capabilities, sensor network composition (highlighting LEO-specific sensors), locations, data processing techniques, and key performance metrics specifically for LEO. Emphasize how the system ensures data accuracy and reliability in the challenging LEO environment.
The following are provided as points of reference:
Orbit Period - Data collection for LEO orbits with a range of altitudes are preferable, including sub-orbital, highly elliptical (perigee below 100km), vLEO, and near-circular with periods <225 minutes.
Orbit Inclination - Data collection for LEO orbits with a range of inclinations are preferable, including low-inclination and polar orbits.
Sensor Coverage Gaps - Data collection from locations that are poorly covered by the Space Surveillance Network (SSN) are preferable, e.g. southern hemisphere.
Data from all parts of a LEO orbit are desired, e.g. daytime, terminator, and eclipse.
Diverse metric data (all parts of a LEO orbit) is desirable. *
