About this file
This is a Commercial Item Determination Checklist used to support an offeror's assertion that items or services qualify as "Commercial Items" under FAR 2.101. The checklist provides a systematic evaluation framework with six primary sections: determining whether items are customarily used by the general public for non-government purposes; assessing whether items have evolved from commercial products through technological advances; evaluating whether items meet commercial criteria except for modifications; determining if combinations of items are customarily sold together commercially; assessing services in support of commercial items; and evaluating standalone commercial services offered at established catalog or market prices. For each section, offerors must answer yes/no questions and provide supporting documentation demonstrating commerciality claims. The checklist includes specific guidance on what constitutes commercial services, including installation, maintenance, repair, and training of commercial products, as well as standalone services sold competitively in substantial quantities based on established catalog or market prices using standard commercial terms and conditions.
The checklist concludes with a certification section requiring the offeror's signature, printed name, title, and date, confirming that the items or services offered meet the current FAR definition of commercial items. Offerors are instructed to include all supporting documentation with their completed checklist. This template is designed to streamline the commercial item determination process and provide the government with substantiated evidence to support procurement decisions under FAR Parts 12 and 13 procedures, which apply to the Steam Catapult Compressor solicitation (N6833526Q1097) issued by Naval Air Warfare Center Aircraft Division Lakehurst for a Quincy Compressor with Badger XE Package.
