CSIRO Publishing’s internationally recognized publishing program covers a wide range of scientific disciplines, including agriculture, plant and animal sciences, and environmental management. Besides its extremely important journal content, CSIRO has well developed mechanisms for delivering the content to subscribers. Its platform efficiently provides access to CSIRO journals.
CSIRO is the only vendor that can meet NAL’s requirement for complete and immediate access to CSIRO journal content, with perpetual access to the content issued during the period of performance. CSIRO is the only copyright holder of its publications and the only entity with the right to publish USDA-authored articles in its journals.
B. Describe market research conducted and the results or the reason why no market research was conducted.
NAL staff regularly read professional journals and attend industry expositions to remain familiar with library resource products and vendors. Staff also conducted research on the Internet and utilizing library resources such as Ulrichsweb. Fulltext Sources Online, Library Journal, and EBSCONet to identify similar resources and providers. None can provide the unembarged and complete proprietary content owned by CSIRO.

The Program Office has provided information that there is only one source available.
CSIRO provided no other product vendors with the authority to provide perpetual access to the needed content. Mandatory Sources were reviewed per FAR 8.002 and FAR 8.004. This requirement cannot be provided by the mandatory sources. GSA Multiple Award Schedules (MAS) were searched and could not fulfill the needs of the requirement.
