About this file

This is a Bid Response Template for the Massachusetts Department of Fish and Game, Division of Ecological Restoration (DER), designed for vendors responding to restoration project solicitations. The template guides vendors through required submission components including statements of qualifications, personnel listings, project purpose and background information extracted from the original bid request, and a detailed scope of work organized by task with associated deliverables. All deliverables must be provided in electronic format in both editable and final versions, including raw data files, models, AutoCAD files, and documents. The project schedule is to be inserted by task, with work commencing upon execution of the contract and issuance of Notice to Proceed, and all deliverables due no later than June 30 of the specified year.

Compensation is structured on a time and materials basis with a not-to-exceed amount specified in an accompanying budget table, as established under the Ecological Restoration Technical Service Masters Agreement (RFR DER 2027-MSA). Vendors must submit budget amendment requests in writing to DER's project manager and fiscal team for approval; unauthorized scope changes will not be reimbursed. Invoices must be submitted monthly or upon task completion with detailed documentation including expense breakdowns, labor hours, personnel costs, receipts, and deliverables. Final invoices are due by July 31 of the specified year, or within 30 days of final deliverable submission if work completes prior to June 30. All work outside the defined scope requires prior written approval from DER specifying revised scope, schedule, and budget parameters.
