About this file

This document is a job aid issued by the Commonwealth of Massachusetts (COMMBUYS) that provides vendor instructions for withdrawing, reopening, and resubmitting quotes through the COMMBUYS procurement portal. The guide outlines the procedural steps vendors must follow to modify and resubmit bids before the Bid Opening Date deadline. Vendors may need to withdraw and resubmit quotes for various reasons, including uploading incorrect files, excluding necessary documentation, or adding supplemental information to their original submission. Only users with Seller privileges in the COMMBUYS system can modify quotes. The process involves accessing submitted quotes through the portal's Quotes tab or Documents navigation link, clicking the Withdraw Quote button on the Summary tab, and confirming the withdrawal action through a dialogue box.

Once a quote is withdrawn, vendors can reopen it to make modifications across multiple sections, including the General tab for quote description updates, the Items tab for unit cost adjustments, the Questions tab for responding to buyer inquiries, and the Attachments tab for uploading or removing supporting documentation. After reviewing the modified quote for completeness and compliance with bid requirements, vendors must navigate to the Summary tab and click Submit Quote to resubmit their revised bid prior to the Bid Opening Date deadline. This process allows vendors flexibility to correct errors and enhance their submissions without losing their original quote record within the system.
