About this file

This is a job aid document from the Commonwealth of Massachusetts (COMMBUYS system) that provides vendor instructions for revising quotes in the COMMBUYS procurement platform after a bid closing date. The document outlines the procedures vendors must follow when responding to quote revision requests submitted by buyers, which may be requested for clarification, Best and Final Offer (BAFO) submissions, or correction of errors. The job aid emphasizes that quotes cannot be revised after the Bid Opening Date except upon the buyer's request, and only users with Seller privileges in COMMBUYS may revise quotes. The guide includes eight detailed steps: launching COMMBUYS, locating revision requests through the Vendor Communications tab, accessing quotes requiring revision in the Revision sub-tab, reopening the quote using the hyperlinked quote number, acknowledging the revision request, making revisions through the General, Items, Questions, or Attachments tabs, reviewing the Summary tab for accuracy, and resubmitting the revised quote.

The document provides comprehensive procedural guidance with emphasis on proper system navigation and documentation of changes. Vendors are directed to click "Save & Continue" on each tab where edits are made to ensure changes are retained in the system. The revised quote must be resubmitted through the Summary tab by clicking the Submit Quote button and confirming the action in the dialogue box. Upon successful submission, vendors receive confirmation through the Submitted sub-tab under the Quotes section and via automated COMMBUYS-generated email notification. The job aid includes references to screenshot illustrations throughout the process to guide vendors through the technical steps required for compliance with Massachusetts procurement procedures.

Job Aid:

Revising a Quote in COMMBUYS after a Bid Has Closed

This Job Aid shows how to:

· Respond to a quote revision request sent by a buyer after a bid has closed Of Special Note:

Buyers may submit revision requests for various reasons:

· Clarification or additional information is needed

· A Best and Final Offer (BAFO) is requested

· An error in your quote needs correcting (e.g. “No Bid” must be changed to “No Charge” for a specific line item for awarding purposes)

If a buyer requests a revision to your quote, you will be notified through a COMMBUYS-generated email. If the buyer attached any files to the revision request, it will be found within the Revisions tab in COMMBUYS, not the COMMBUYS-generated email. You must save changes by clicking Save & Continue on the tab where the edit was made.

Quotes in COMMBUYS may not be revised after the Bid Opening Date except at the buyer’s request.

Only users with Seller privileges can revise a quote in COMMBUYS. These instructions assume the logged in user has Seller credentials.
