About this file

This document is a Department of the Air Force Justification for Other Than Full and Open Competition for a sole-source acquisition. The contracting activity is AFICC/765 ESF, and the acquisition is valued under $10 million, requiring CO certification as J&A approval.

The requirement is for a complete Unify OpenScape communications system to support mission-critical command-and-control operations at Hurlburt Field, Florida, and Cannon AFB, New Mexico. The system includes delivery, installation, and configuration of multiple controller positions with touchscreen console workstations; integration with UHF, HF, and Land Mobile Radio systems; enhanced voice-recording capabilities; and full interoperability with existing base VoIP infrastructure through SIP-based connectivity. The system must support mission-essential communications functions including conferencing, call routing, radio-to-telephone interoperability, and real-time coordination across multiple communication platforms. The Government intends to award a firm-fixed-price (FFP) contract.

The justification for sole-source selection cites RFO 12.201-1 Simplified Procedures as statutory authority. The rationale establishes that only Unify Inc. is capable of providing the required supplies and services, as Unify is the sole manufacturer of the proprietary OpenScape system and the only vendor with the necessary JIITC certification and DISA Approved Products List compliance. MCS of Tampa, Inc. is identified as the only Unify-authorized Master Service Provider certified for installation, integration, and maintenance of OpenScape Xpert systems. The document emphasizes that procurement of alternative systems would result in incompatibility with current infrastructure, operational and technical risks, unrecoverable cost duplication, and unacceptable delays. Market research confirmed no alternative vendors capable of meeting requirements. The justification was signed by Contracting Officer Erin N. Willcox on 21 July 2026 and approved by Technical and Requirements Personnel Gary S. Byers Jr. on 29 June 2026.
