Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
March 2018 FOR OFFICIAL USE ONLY Page 1 of 1
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 21 CONS/PKB
Project/Program Name: AFSPC Communications Kits
Purchase Request/Identification Number: F3LFD48347A001
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
These communication kits are IT systems for the office of HQ AFSPC/CC during traveling visits to various smaller commands within AFSPC. These kits will allow the office of the AFSPC/CC and the Commander to maintain contact with the HQ AFSPC, GSUs, the Pentagon, and leadership within the Executive branch of the United States.
Section C: Justification for Soliciting from a Single Source or Brand Name
Due to mission requirements of the office of HQ AFSPC/CC, the communications kits must meet very stringent performance and network specifications. These specifications are limited IAW DISA APL (Attachment "A"). This APL states that Klas Telecom will be the only approved vendor for the platform of the DoD Enterprise Classified Travel Kit (DECTK). This platform will require not only NIPR/SIPR voice/data but also Joint Worldwide Intelligence Communication System (JWICS) voice and JWICS VTC capabilities.
Section D: Efforts to Obtain Competition
DISA has only authorized Klas Telecom's executive communications kit for the DoD Enterprise Classified Travel Kit (DECTK) platform, IAW DISA APL. No other company has a product authorized on this platform. As a result, this requirement is unable to be competed.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future requirements that are the same or similar in nature will need to be acquired via sole source until DISA approves additional products manufactured by other vendors that are authorized to be used for the DECTK.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
