This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation 127EAV21Q0019 is issued as a request for quote (RFQ). This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE. North American Industrial Classification Standard (NAICS) 336112, Product Service Code of J023. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Regulation Circular 2021-05 (effective date 3-10- 2021). The result of this requirement will be a BPA contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide pricing in accordance with the line item table and item specifications and sign the Schedule of Items on Page 2-3.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

1) General

The USDA Forest Service (FS) Southwestern Region (R3) and Pacific Southwest Region (R5) has a requirement to secure a qualified vendor who can provide emergency equipment installation services (up-fitting) on Fire Command pickup trucks, SUV’s and Utility bodied vehicles acquired through lease or purchase by the USDA Forest Service.

All labor, parts and products installed, must meet manufacturer’s specifications, this includes all non-OEM aftermarket items which are necessary for a fully operational Fire Command vehicle. Vehicles getting upfitted must be picked up and delivered to the locations listed for that zone. Vehicles shall be transported and not driven unless prior authorization has been given.

2) Background

The Southwestern Region (R3) and Pacific Southwest Region (R5) of the Forest Service (FS) encompasses National Forests throughout Arizona and New Mexico and California.

The up fitting of the Fire vehicles is a requirement to meet the mission through the ability to safely respond with adequate emergency lighting, audible warning devices, control console, agency specific graphics and other miscellaneous equipment. This objective is achieved through the quality up-fitting of vehicles by a vendor which meets or exceeds industry standards.

3) Furnished Equipment

a) Government Furnished Equipment: The Government will furnish vehicles upon which equipment is to be installed (up-fit). Vehicles to be up-fit include

1500, 2500 and 3500 Chevrolet and Ram Trucks, 150, 250 and 350 Ford pickup trucks Ford, Ram and Chevrolet 2500-5500 Utility body trucks and Chevrolet and Ford SUV’s. Class 8 Transport Truck’s such as Freightliner M112 cab’s (Region 5)

b) Contractor Furnished Equipment: The Contractor will furnish all facilities, labor, supervision, transportation, supplies, specified equipment, and any other incidental items or services necessary to successfully install equipment.

4) Delivery

The up-fitting of the Fire vehicles shall not exceed 30 calendar days after receipt of the vehicles and the required equipment. The successful offeror must have the capacity to begin work shorty after contract award.

5) Warranty/Service locations

The government reserves the right to inspect equipment and vehicles during and after the installation process. All warranty work shall be completed at service locations within 150 miles of the original vehicle pick up and drop off location.

6) Uniformity

Equipment shall be installed in a consistent and standardized manner. The vendor shall insure that all components are installed identically throughout each vehicle. This includes the route in which the wiring is laid throughout the interior of the vehicle(s). The wiring must include protective sheathing in areas which may subject the wiring to crimping and/or wear that may cause failure to the equipment and/or potentially damage the vehicle. It is standard for our vehicles that all connections utilize butt connectors, solder, and shrink wrap at connection points.

7) Security of Forest Service Vehicles

a) Contractor must provide secure storage for all FS vehicles while in their possession. Vehicles must be secured at all time while in the contractor’s possessions including hours when the facility does not have personnel on site. The holding area must be approved prior to award.

b) Unauthorized use of Forest Service vehicles shall be strictly prohibited.

8) Damage to Government Property While in the Contractor’s Possession

The Contractor shall be responsible for repairing or replacing, at Contractor expense, any Government property damaged during performance of work under this contract. This includes specific equipment items being installed or removed, the entire vehicle while in the possession of the Contractor, and any other Government property furnished to the

Contractor to perform these services.

At the time the vehicle is delivered to the Contractor, the Contractor shall annotate any significant existing damage (scratches, dents, etc.) to the vehicle. The Contractor shall not be liable for such damage but shall be liable for any additional damage caused by the Contractor or occurring while the vehicle is in the possession of the Contractor. Any such significant additional damage shall be corrected to the satisfaction of the Contracting Officer Representative (COR).

9) Inspection and Acceptance

The COR designated to receive each vehicle will inspect the completed work and identify any deficiencies, including any significant or consequential damage to each vehicle caused by, or while in possession of the Contractor.

Contractor shall correct such deficiencies on the spot, when possible, and in all cases, as promptly as practicable. The COR shall promptly indicate acceptance or rejection of completed work.

The COR and the Contractor shall arrange a specific time for inspection of the completed vehicles. The warranty period shall commence at the time each vehicle is accepted.

10) Warranty

Keeping vehicles on the road and performing to their maximum ability is crucial to the Safety of our employees. The contractor shall provide in writing, warranty on the installation of the equipment and provide an on-site technician for repairs. Finished vehicles which the warranty applies to will be located at Forest Service duty stations throughout Arizona and New Mexico and California. Warranty for all components and labor must be a minimum of 5-years. The Contractor upon award will be provided with information regarding the location in which each vehicle will reside.

a) In the event that a warranty issue arises, the COR shall promptly notify the Contractor, via email, identifying the vehicle and the particular deficiency. Once notified, the contractor shall promptly respond by scheduling a time for the vehicle to be inspected and corrected.

b) Accomplish all work in a professional and workmanship like manner at no additional cost to the Government.

c) Warranty response time shall be coordinated between the COR and the Contractor.

d) Depending on the magnitude of warranty repair to be made, Contractor shall notify the COR and advise whether:

i) Repair will be made at designated FS location, or

ii) Repair will be performed at the Contractor’s work location

e) Warranty repairs shall be made, and vehicle returned to the FS at a mutually agreed upon time between the COR and the Contractor.

f) When warranty repair work is performed, a new warranty period of not less than 30 days shall begin for the affected item(s).

g) The need for the Contractor to respond to warranty claims and perform warranty repairs shall not be an allowable reason for the Contractor to fail to complete other work on time under the terms of this contract.

11) It is estimated there will be an average of 87 units per year. This may change dependent on annual budgets and needs of the Government

USDA FOREST SERVICE – SOUTHWEST REGION

COMMAND VEHICLE: STANDARD EQUIPMENT SPECIFICATION

Work Standards:

• The Contractor shall exercise care in work methods to prevent damage to any vehicle submitted to them under this contract.

• All work under this contract shall be performed in a skillful and workmanlike manner.

The Contractor shall be responsible for maintaining satisfactory standards of employee competency and conduct and shall be responsible for taking such disciplinary action with respect to their employees as may be necessary.

• All work shall be performed to applicable:

o OEM/Manufacturers specifications and requirements o Industry Standards o Applicable NFPA standards o State Laws, Rules, and Regulations o USDA Forest Service Policy, Direction and Regulation

Lighting:

Item 1: Forward Upper Zone A/B/D Light Bar: One 48” to 60” wide L.E.D. lightbar (vehicle dependent) shall be installed on the cab, facing forward. Lightbar shall consist of eight dual-color flashing L.E.D.

modules located on the corners and forward facing. Two red flashing L.E.D. modules outer and two single color steady burning red L.E.D. modules, and two clear takedown modules forward facing. Two L.E.D. alley lights side facing. Two L.E.D. work lights on the outer edge and a twelve L.E.D. Traffic Advisor rear facing. The Lightbar shall be programmed to specifications provided by the Government. All Emergency lighting components must have a minimum 5-year factory warranty. Example SoundOff mRoads l L.E.D. lightbar, or equivalent meets this requirement.

The light bar shall be wired to the siren/switch controller located in the cab. The two forward facing “takedown” modules shall be interlocked with the application of the emergency brake, placing the vehicle in blocking mode and disabling the modules as such.

Item 2: Forward Lower Zone A Warning Lights: Two red L.E.D. warning lights, with mounting flanges, shall be provided at on the front of the vehicle, forward facing, one per side. The lights shall be wired to the siren/switch controller located in the cab. Dual color (Red/White) SoundOff mPower 7X3 on larger grill vehicles and mPower 4X2 on smaller grill vehicles or equivalent shall be installed. Triple flash pattern in red only alternating left and right. When in Takedown mode the lights shall be white. In Front Flood the lights shall be activated white

Item 3: Forward Zone B/D Warning Lights: Two dual color (red/White) L.E.D. warning lights, with mounting flanges, shall be provided on the front corners of the vehicle, side facing, one per side. The lights shall be programmed in a triple flash mode. The lights shall be wired to the siren/switch controller located in the cab. The lights shall come illuminate in white the alley light on the corresponding sides (Right side with right alley) SoundOff mPower 4X2 or equivalent shall be installed. (Low profile lights, not to exceed 1” protrusion from the mounting location)

Item 4: Aft Lower Zone C Warning Lights: Truck/SUV - Two SoundOff mPower 4X2 or equivalent dual color L.E.D. warning lights shall be provided at the rear tailgate of the vehicle, rear facing, one per side.

The lights shall be wired to the siren/switch controller located in the cab. Triple flash red alternating pattern left and right. When unit is placed in reverse the lights shall illuminate white to increase visibility. In Rear Flood mode the lights shall be activated white. Utility Bodied Trucks - Two SoundOff mPower 4X2 or equivalent dual color L.E.D. warning lights shall be installed on the utility body box rear facing at a location determined by the Government during the rebuild process, rear facing, one per side.

The lights shall be wired to the siren/switch controller located in the cab. Triple flash pattern in red alternating left and right sides. When unit is placed in reverse the lights shall illuminate white to increase visibility. In Rear Flood mode the lights shall be activated white

Item 5: Aft Lower Zone C Warning Lights: Truck/SUV - Two dual color (red/White) L.E.D. warning lights, with mounting flanges, shall be provided on the front corners of the vehicle, side facing, one per side.

The lights shall be programmed in a red triple flash mode. The lights shall be wired to the siren/switch controller located in the cab. The lights shall illuminate in white with the alley light on the corresponding sides (Right side with right alley) SoundOff mPower 4X2 or equivalent shall be installed. Utility Bodied Trucks - Two SoundOff mPower 4X2 or equivalent dual color L.E.D. warning lights shall be installed on the utility body box side facing at a location determined by the Government during the build process, side facing, one per side. The lights shall be wired to the siren/switch controller located in the cab. Triple flash pattern in red. The lights shall be wired to the siren/switch controller located in the cab. The lights shall illuminate in white with the alley light on the corresponding sides (Right side with right alley) SoundOff mPower 4X2 or equivalent shall be installed.

Item 6: Siren Speaker w PA System and Radio Rebroadcast: One 100-watt siren speaker shall be provided and mounted in a location that is not obstructed or vulnerable to being impacted. The speaker shall be wired to the siren/switch controller.

Item 7a: Siren/Switch Controller: Option One: One SoundOff Signal Brand, Model nERGY 400 Series Handheld Remote Siren Controller that provides the full functionality listed below, electronic siren, switching and rear directional controller shall be provided in the cab in a location convenient to the driver. The siren shall have four basic siren tones: manual, wail, yelp and hi-lo, as well as an electronic air horn, radio rebroadcast capability and a public address system. The siren controller shall be powered from the aftermarket power source. Park kill for siren shall be hooked up and operational

Switches on the handheld siren/switch controller shall be labeled the following:

• PB 1 Switch “Mode 1” – All rear facing emergency lighting activated

• PB 2 Switch “Mode 2” – All emergency lighting activated

• PB 3 Switch “Mode 3” – All emergency lighting activated, Broadcasts the WAIL tone. Activates Horn

Relay.

• PB 4 Switch “Manual” – Initiates MANUAL tone. Applies OVERRIDE tone. Can cycle tones for Hands

Free.

• PB 5 Switch “Airhorn” – Broadcasts the AIRHORN Tone.

• PB 6 Switch “Radio” – Rebroadcast radio output through siren speaker.

• PB 7 Switch “Left Alley” – Activates left alley light.

• PB 8 Switch “Takedown” – Activates takedown lights.

• PB 9 Switch “Right Alley” – Activates right alley light.

• PB 10 Switch “Front Flood” – Activates all forward and side facing clear LEDs.

• PB 11 Switch “Rear Flood” – Activates all rear facing clear LEDs and backup lights.

• PB 12 Switch “Directional” – Cycles through Rear Directional Arrow (Left, Right, Split, Off)

Item 7b: Siren/Switch Controller: Siren with 9-switch light controller (Minimum), Traffic Advisor controller (if required), siren controller and P/A system Electronic siren, with switching and rear directional controller shall be provided and mounted in the cab center console in a location convenient to both the driver and anyone seated in the passenger seat.

The siren shall have four basic siren tones (manual, wail, yelp and hi-lo), as well as an electronic air horn, radio rebroadcast capability and a public address system. The siren/electronic air horn shall be enabled for use in the hands-free mode for the driver/operator to be able to use through the OEM horn/steering wheel controls.

The siren controller shall be powered from the Auxiliary fuse box with electronic timer installed.

Lightbar shall be programmed to specifications provided by the Government.

• Slide switch/code operation o Position 0

Off o Position 1 Rear facing ambers/traffic advisor in center out flash pattern – on Rear facing red corner strobes on lightbar flashing red – on Rear taillight strobes (if equipped) - on o Position 2 Rear facing ambers/traffic advisor in center out flash pattern – on Rear facing red corner strobes on lightbar flashing red – on Rear taillight strobes (if equipped) - on Forward facing steady red lights in lightbar – on o Position 3 Rear facing ambers/traffic advisor in center out flash pattern – on All red strobes on lightbar flashing red – on Forward facing steady red lights in lightbar – on Rear taillight strobes (if equipped) - on Wig-Wag lights – on

• Wig Wags shall only operate when vehicle is in Gear (Reverse or Drive)

Siren – on

• Park kill for siren shall be hooked up and operational

• Push button switches shall be labeled and operate as follows from left to right o Left Alley o Scene lights o Right Alley o Hi/Low (power output) o Traffic advisor operation

Left Center Out Right

Item 8a: Radio Console for Bench or bucket-seats: If vehicle does not have a full-length OEM center console a 7-11″ vehicle specific center console, continuous slope shall be installed. Console will have one 3” face plate for mounting a Bendix King DMH radio, one 3” blank face plate for future use and one 1” faceplate with minimum two USB ports and one Powerport. Troy Products PN CC-C05 or equivalent.

Radio console shall not impede the ability to retain the OEM center seat or arm rests.

Item 8b: Radio Console: Vehicle specific mounting plates and capable of housing all the appropriate components to include:

• Emergency lighting and siren controller

• 4 12-volt power points to include USB charging ports on two of the ports

• Face plates for two BK or Forest designated two-way radios

• Blank face plates to cover the remaining openings

Item 9: FS Radio Harness Installation: Pre-Wire for district radios The chassis cab interior shall be wired with two (2) wiring bundles for connecting agency mobile radios.

The bundles shall be separate from each other and terminate in a Deutsch brand connector. The antenna wires shall remain separate from the connector. A pigtail shall be included for each bundle for connecting the agency radio into the wiring harness. Each bundle including antenna wires shall be labeled RADIO 1 or RADIO 2. In addition, the individual wires in each pigtail shall be labeled: Battery Power, Ground, PA Input, etc. The pig tails and antenna wires shall be a minimum of 3 feet.

All connections shall be made to the battery and switched ignition. Blade style fuse holders using the same size fuses as the chassis shall be installed in the pigtails for the Constant Power and switched ignition wires, but no fuses shall be installed.

The location for the radio installation and radio wiring bundles shall be approved by the Government prior to installation; overhead shall not be acceptable.

Wiring bundle for RADIO 1 shall consist of:

Harness side connector: DT06-08SA Pigtail side connector: DT04-08PA

• One (1) Red 10-gauge constant power to the Aftermarket Power Source. This shall split into two (2)

14-gauge wires going into the cavities 1 and 2 on the connector.

• One (1) Red with Black Stripe 12 gauge connected to the chassis ignition, supplying power when either the vehicle ignition is in the Auxiliary or Run position. This shall split into two (2) 14-gauge wires going into the cavities 3 and 4 on the connector.

• One (1) Black 10-gauge ground wired direct to the battery. This shall split into two (2) 14-gauge wires going into the cavities 7 and 8 on the connector.

• One (1) set of 18-gauge wires connected to the radio audio input for the PA system consisting of two

(2) Light Blue wires going into the cavities 5 and 6 on the connector. If polarity is needed with the audio input for PA system the positive shall be solid, cavity 5, and the negative shall have a White Stripe, cavity 6.

• One (1) antenna lead which shall be labeled coiled and secured near the Radio 1 Connector.

Wiring bundle for RADIO 2 shall consist of:

Harness side connector: DT06-06S Pigtail side connector: DT04-06P

• One (1) Red 10-gauge constant power to the Aftermarket Power Source. This shall split into two (2)

14-gauge wires going into the cavities 1 and 2 on the connector

• One (1) Red with Black Stripe 12 gauge connected to the chassis ignition, supplying power when either the vehicle ignition is in the Auxiliary or Run position. This shall split into two (2) 14-gauge wires going into the cavities 3 and 4 on the connector

• One (1) Black 10-gauge ground wired direct to the battery. This shall split into two (2) 14-gauge wires going into the cavities 5 and 6 on the connector

• One (1) antenna lead which shall be labeled coiled and secured near the Radio 2 Connector

Antenna Leads and Bases shall consist of:

Installation of two (2) antenna mounts with coaxial cable in the roof of the cab consisting of a brass ¾ inch New Motorola (NMO) style Antenna Mount and Double Shielded Coaxial Cable soldiered to the base. The cable shall be routed from the chassis/cab headliner to the console in a concealed manner in to the Radio Pre-Wire bundles. The Radio Pre-Wire antenna lead shall have an additional three feet of cable and terminate in a male mini-UHF connector. All cables shall be labeled as to where they are installed on the roof. A protective Rain Cap shall be installed on each Radio Pre-Wire NMO antenna mount.

The location for the cab roof mounts shall be approved by the Government prior to installation.

Item 10: Aftermarket Wiring and Power Source/Timed Battery Disconnect: A heavy duty timed battery disconnect and fuse block shall be installed that will automatically disconnect the vehicle battery from the aftermarket electrical systems so that the battery is left with enough capacity to start the engine. A Power Patrol Generation 2 or equivalent meets this requirement. Patrol Power or equivalent wiring harness that has wires with printed function every 6” is required.

• Main power supply should not be connected directly to the battery. An OEM power buss shall be utilized for the main power supply whenever possible. A heavy-duty manual re-set circuit breaker shall be installed as close to this buss as possible to minimize the unprotected portion of the main power circuit.

Item 11: Striping: Scotchlite 3M reflective sheeting or approved equal. Scotchlite 3M Non-Reflective black and reflective white lettering. Must follow the attached striping illustrations.

SIDE: 1” white reflective stripe centered on 4” green reflective stripe, cut at 45° angle to allow for 4” FIRE decal white reflective over rear wheels and; 4” Equipment designator on front fender.

REAR: 4” Unit designator, black nonreflective on drivers’ side; 4” Equipment designator, black non-reflective passenger’s side.

FRONT: 4” Equipment designator, white reflective black bumpers and black non-reflective white or chrome bumpers on driver’s side; 4” equipment designator, white reflective on black bumpers and black non-reflective white or chrome bumpers on passenger’s side.

Roof: 10.5-11" black non-reflective Unit Designator Forward of roof light bar (centered) 10.5"- 11" black non-reflective Equipment designator rear of roof mounted light bar centered)

DOOR DECAL: * 10” FS shield white with brown border/lettering. * 7/16” FOR OFFICIAL USE ONLY, brown * 5/8” US GOVERNMENT, Brown * 1-1/2” Equipment number, brown * All reflective vinyl, placed centered on door below stripe. Decal Details is the approved vendor for the door shields

Item 11a: Transport Truck Striping: Scotchlite 3M reflective sheeting or approved equal. Scotchlite 3M Non-Reflective black and reflective white lettering. Must follow the attached striping illustrations.

SIDE: 1” white reflective stripe centered on 4” green reflective stripe, cut at 45° angle to allow for 4” FIRE decal white reflective at the rear of cab. 4” Equipment designator on front fender below stripe.

FRONT: 6” Forest designator, white reflective black bumpers and black non-reflective white or chrome bumpers on passenger’s side; 6” equipment designator, white reflective on black bumpers and black non-reflective white or chrome bumpers on driver’s side. On the swept back portion of the bumper.
