About this file
This Statement of Work (SOW) details the procurement of two portable spectrophotometers for the USAFSAM/OETR (United States Air Force School of Aerospace Medicine/Operational Environmental Training Research) in collaboration with the USN Naval Expeditionary Preventive Medicine Unit (NEPMU). The handheld analyzers must meet specific technical requirements, including being a Hach DR1900 or equivalent, field portable, capable of low concentration analysis, and operating in temperatures between 10-40 degrees C with 80% maximum relative humidity. Key specifications include a USB Mini IP67 interface, graphical LCD display, maximum dimensions of 98mm x 178mm x 267mm, weight of 3.3 lbs, IP67 enclosure rating, and powered by 4 AA alkaline cells.
The instruments will support enterprise readiness training, mission-critical operations, and laboratory capabilities for detecting and identifying unknown chemicals in various water sources (groundwater, wastewater, municipal water) for health risk assessments. The procurement is critical for supporting Installation Medical All-Hazards Response (IMAHR) teams and forward-deployed personnel, with the ability to provide reach-back support to both Air Force and Navy customers. Failure to acquire these spectrophotometers would significantly impair the branches' training and support capabilities.

STATEMENT OF WORK
Title: Portable Spectrophotometer
Document Date: 5 August 2025
Scope:
The vendor shall provide two (2) portable spectrophotometers for supporting enterprise readiness training and mission-critical support requirements. With the integration of the USN Naval Expeditionary Preventive
Medicine Unit (NEPMU), USAFSAM/OETR is tasked with delivering readiness sustainment and proficiency testing services that necessitate the use of this instrument. Furthermore, acquiring this equipment will enable OETR to enhance the laboratory’s operational capabilities, allowing for expanded reach-back support to Air Force and Navy customers.
Background:
This instrument is used for the analysis of groundwater, wastewater, municipal water, nutrient monitoring, surface water, and QA/QC. With the integration of NEPMU, USAFSAM/OETR is responsible for delivering readiness training and providing reach-back support to both home station and forward-deployed operators tasked with detecting and identifying unknown chemicals of concern for health risk assessments.
Failure to procure this instrument will significantly impair the branches’ ability to develop effective training and limit their capacity to support Installation Medical All-Hazards Response (IMAHR) teams and forward-deployed personnel.
Requirement/Salient Characteristics:
The handheld analyzer must possess the following salient characteristics:
• Hach DR1900 or equivalent
• Field portable
• Support low concentration analysis
• Operating Conditions: 10-40 degrees C, max 80% relative humidity
• Interfaces: USB type Mini IP67
• Display: Graphical display 240 x 160 pixel (LCD, b/w, backlit)
• Size maximum 98mm x 178mm x 267 mm
• Weight 3.3 lbs
• Enclosure Rating: IP67
• Battery Requirements: 4 AA alkali cells
• Wavelength Range- 340-800 nm
• Programmed Methods: >220
