About this file
This document is a Statement of Work (SOW) for a Haze Measurement System. The Department of the Air Force Materiel Command Research Laboratory (Air Force Research Laboratory) has a requirement for a StellarNet brand name or equal Haze Measurement System to measure transmission and haze for Electronically Dimmable Eye Protection Devices (EDEPD) and Light Control Films (LCF) over the 300-900 nm spectral range with 5-10 nm resolution.
The system must include an Optical Metrology System (OMS) with a compact fiber optic spectrometer, collimation lens, custom haze measurement sphere, and sample attachment clips. It shall also include three haze reference standards of 2%, 5%, and 10%. The software and data processing will be done on a separate, customer-owned computer rather than within the OMS. This requirement is being solicited under Solicitation Number COMBO-AFRL-PZLEQ-2024-0023.

Minimum Requirements Document
StellarNet brand name or equal Haze Measurement System
Document Date: 04 September 2024
Background & Scope:
711 HPW/RHWID has a requirement to make transmission and haze measurements for
Electronically Dimmable Eye Protection Devices (EDEPD) and Light Control Films (LCF) ranging from 2 mm to 150 mm thick over the spectral range 300-900 nm at 5-10 nm resolution.
Requirements/Salient Characteristics:
The vendor shall provide a quantity of one (1) brand name or equal StellarNet Haze Measurement System and ancillary items.
Minimum performance parameters/salient characteristics:
-Shall include an Optical Metrology System (OMS) for measurements of haze and total transmission over the 280-900 nm range with 6 nm resolution.
-Shall include three haze reference standards: 2%, 5%, and 10%.
-The OMS shall be modular, comprising a compact fiber optic spectrometer and collimation lens, a custom haze measurement sphere with diffuse transmission port, and sample attachment clips mounted on a breadboard with alignment track.
-Software and data shall reside on and be processed by a separate, customer-owned and configured stand-alone computer, rather than inside of the OMS. Required peripheral item
(computer) is being acquired separately on a 3214.
