(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation W91ZRU-23-R-0014 is issued as a Request for Quotation (RFQ). Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 02 June 2023. The DFARS provisions and clauses are those in effect to DFARS Publication Notice effective 9 June 2023.
(iv) This requirement is totally set-aside for small business concerns. The North American Industrial Classification System (NAICS) code associated with this procurement is 326211 with a small business size standard of 1500 employees.

(vi) Description of the Requirement: The following tire and rim quantities are required prior to the start of winter in calendar year 2023: See attached spreadsheet labeled “GSA overview Tire Spreadsheet_24Aug23” for more information.
a. 36 – 225/70R19.5 Load Range G
b. 6 – T225/75R16 Load Range E
c. 6 – 255/70R22.5 Load Range H
d. 6 – 275/70R22.5 Load Range L
e. Additional Ancillary Services Required:
i. Request purchased tires are drilled and have winter tire studs installed.
ii. Request that tires that do not have siping are siped for additional traction in icy/slick conditions.
iii. Mounting and balancing of the tires.
iv. Installation of the tires on GSA vehicles as determined by the State of Alaska’s tire changeover guidelines. Customer to store tires and take them to the vendor for installation.
(vii) Delivery is to be made prior to the start of Winter in calendar year 2023 to:

(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Products (Mar 2023) provision is hereby incorporated by reference, with the same force and effect as if it were given in full text.
(ix) FAR 52.212-2 Evaluation -- Commercial Products (Nov 2021) provision is applicable, has been tailored to this procurement and is provided in full-text below:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical Acceptability: The government will evaluate quotes based on whether or not the provided quote is technically acceptable. The Contracting Officer will evaluate "equal" products (if applicable) based on information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote.
(ii) Price: Price will be evaluated for fairness and reasonableness.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) Each offeror shall include a completed copy of the provision at FAR 52.212-3 including its Alternate I, Offeror Representations and Certifications--Commercial Products and Commercial Services. (Dec 2022), including its Alternate I (Oct 2014). The full text of the provision and Alternate I are in attachment 2, “Provisions and Clauses.”
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services (Dec 2022), is hereby incorporated by reference, with the same force and effect as if it were given in full text.
(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services (Jun 2023), applies to this acquisition. Additional clauses cited in clause FAR 52.212-5 that are applicable to this acquisition are selected in the full text. The full text of the clause is included in attachment “Provisions and Clauses”.
