Description of Requirements The Government requires proprietary software license and standard software support services for the Integrated Information Display & Dissemination System, Model Five (IDS5) in support of the Fixed Based Weather Systems (FBWS) program. This procurement facilitates testing and continued use between the Sensor Collection Appliance (SCA) / Enhanced Sensor Collection Appliance (ESCA) and Systems Atlanta, Inc. (SAI) proprietary IDS5 software suite. Per the purchase description, this acquisition is strictly for software licensing and associated software maintenance/support.
The required software maintenance and technical support shall include:
· License configuration support and version upgrades as released to the USAF and USA programs at no additional cost in conjunction with AFAS and AAAS upgrades; and
· Telephonic support during the contractor’s published business hours, Monday through Friday, 0900–1700, excluding Federal holidays, for IDS5/SCA/ESCA interface testing, installation assistance, and connectivity troubleshooting.
Documentation supporting the brand-name/proprietary description is contained in the purchase description, market research, and single-source justification supporting this requirement. Market research concluded that procurement through Systems Atlanta, Inc. was the most advantageous method for the Government, and the single-source justification states that only one source is reasonably available in accordance with FAR 12.102(a).
Delivery / Acceptance / FOB Period of Performance: 13 September 2026 through 12 September 2031.
