1.0 General Information

1.1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotations are being requested and a written solicitation will not be issued.

1.2. The combined synopsis is issued as a Request for Quotation (RFQ) under solicitation number: FA2860-25-Q-0027.

1.3. The purpose of this combined synopsis/solicitation is to establish a Firm-Fixed Price (FFP) contract to be fulfilled by a Small Business (SB).

1.4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective 08/07/2025.

1.5. Small Business Set-Aside: 100%; Applicable Size Standard is 1250 employees.

2.0 Description of services to be acquired:

2.1. The purpose of the RFQ is to provide one (1) Novatio Ex-Power 2000 Generator with extension kit and storage case for the 316th Civil Engineering Squadron (CES) at Joint Base Andrews (JBA) in accordance with the attached Statement of Work (SOW).

2.2. Delivery period shall be: 60 days after contract award.

2.3. Pricing Schedule: The quotation package shall include the following Firm Fixed Price Contract Line Item Numbers (CLINS):

3.0 Addendum to 52.212-1, Instructions to Offerors–Commercial Products and Services

Offer Submission Instructions: To assure timely evaluation of the quote, the offeror must follow the format contained herein. Offeror is required to meet all solicitation requirements, including format, terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in the offer being ineligible for award.

The quote shall include: (1) Technical Capability and (2) Pricing Schedule Worksheet. The content of each part is discussed below.

1) Technical Capability The Technical Capability section of the quote shall present relevant information articulating the offeror’s proposed approach to meeting the SOW requirements. This section shall clearly demonstrate the offeror’s understanding by providing all documentation required as listed below. This section shall not include any pricing data.

The offeror’s quote will be evaluated to assess the offeror’s qualifications as presented in the submitted documentation. Offeror’s technical proposal shall be submitted with the following items, as listed below:

• Evidence of ability to procure a new Novatio Ex-Power Generator and accessories that meets the desired specifications listed in the SOW.

2) Pricing Schedule Worksheet Offeror Shall complete the Government provided pricing schedule worksheet by inserting the proposed price(s) in Attachment 2 - Pricing Schedule Worksheet for

Contract Line Item Number (CLIN) 0001 with the Total Proposed Price. The total proposed amount must equal the sum of all CLIN(s). Offeror shall also fill in the Offeror (Company) Name, POC Name and Email, and Cage code in the pricing worksheet.

4.0 Addendum to 52.212-2, Evaluation – Commercial Products and Services

4.1 Basis for Award

The Government intends to award a single Firm-Fixed Price (FFP) Contract as a result of this solicitation. The Government will assess the offeror’s quote on two (2) factors: (1) Technical Capability and (2) Total Price.

EVALUATION FACTORS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1) EVALUATION OF TECHNICAL CAPABILITY

Evaluation of this factor will assess the offeror's proposed approach and understanding of the requirements and risk of unsuccessful performance of the proposed approach to technical capability in accordance with the SOW.

2) EVALUATION OF PRICING SCHEDULE

Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3. Through these techniques the Government will determine whether prices are reasonable, complete, and are not unbalanced.

• Reasonableness. The Government will evaluate the price reasonableness of the offerors' proposed prices to ensure that in its nature and amount, it does not exceed what would be incurred by a prudent person in the conduct of competitive business. The Government shall employ price analysis techniques in accordance with FAR 13.106-3 to determine that the proposed price is fair and reasonable.

• Completeness. The Government reserves the right to conduct exchanges with offerors, but exchanges are not anticipated or intended. Since exchanges are not anticipated or intended, the Government requires complete quotes with respect to price. A complete quote will include all information required by this solicitation.

• Unbalanced Pricing. Offerors should note that pricing will be carefully reviewed to detect whether quotes are unbalanced between line items, as well as unbalance between periods.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques. Unbalanced offers may be determined unacceptable.

Award will be made to the quote that is deemed "Acceptable" in Technical Capability.

Offerors are cautioned to ensure that initial quotes contain your best terms from a price and technical standpoint. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.

Questions regarding this solicitation are due no later than 3:00 PM EST 15 September 2025.
