This acquisition is for service for fiscal year 2021. Currently, funds are not available. The government may cancel this combined synopsis/solicitation at any time if funds do not become available. If funds become available, the government intends to issue an award to the offeror who supplied the successful offer. Award will be contingent upon the availability of fiscal year
2021 funds.
The 375th Contracting Squadron (PKB1) at Scott AFB, IL is contemplating an award to perform
Sludge Removal / Land Application located at Scott AFB, IL for 01 October 2020 through 30
September 2021, subject to availability of funds. Scope of Work defined in attached Statement of Work (SOW) and paragraph (vi), Description of requirements.
This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with
FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued.
(ii) Solicitation number is FA440720Q0014 issued as a Request for Quotation (RFQ).
(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2020-07, effective 08-31-2020, and the Defense Federal
Acquisition Regulation Supplement DPN 20200605.
(iv) This acquisition is being solicited as a 100% Small Business Set Aside via beta.SAM.gov under North American Industry Classification System (NAICS) code 562991, Septic Tank and
Related Services. The small business size standard is $8.0 Million. The Product Service Code
(PSC) is Z1PD, Maintenance of Waste Treatment and Storage Facilities.

Sludge removal and land application up to four (4) times per year IAW the
Statement of Work (SOW). The quantity of 600,000 gallons is only an estimate. The actual amount available for removal may be less or more.

(vi) Description of requirements:
Contractor shall be fully accredited to remove sludge in accordance with the Illinois
Environmental Protection Agency (IEPA). Contractor shall provide all labor, equipment, material and transportation required to remove treated sludge from the wastewater treatment plant at Scott AFB, IL. Sludge removal shall be required up to four times per year, disposing an estimated total of 600,000 gallons of anaerobically digested liquid sludge. The amount of
600,000 gallons of liquid sludge is only an estimate. The actual amount available for removal could be significantly less or more. Liquid sludge shall be removed from both or either of two digesters located at the Scott AFB, IL., Wastewater Treatment Plant. Disposal methods shall be land application, and the contractor shall conform to all federal Environmental Protection
Agency (EPA) and IEPA rules and regulations including 40 CFR 503.
The contractor shall abide by Scott AFB, local, county, state and federal laws under this contract.
The Contractor shall use innovative industry/commercial standards/procedures and equipment to minimize the expenditure or time and funds while ensuring the highest of quality work.

At the time of this combined synopsis/solicitation, WD 2015-5075, Rev. 15, dated 5/14/20 was in effect. In the event of an updated revision to the applied WD, the updated revision will be incorporated into the award.
4. REAL ID ACT Version 39
Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards.

(ix) The provision at 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. For this acquisition, the following factors shall be used to evaluate offers are:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The following is tailored to this acquisition and is hereby added via addendum:
a. Award will be made to the offeror whose offer is determined to represent the overall best value to the Government using Lowest Price Technical Acceptable (LPTA) process in accordance with
FAR 13.106-2.
b. After receipt of offers, the Government will first evaluate the lowest price offer. If the lowest price offer is determine to technically acceptable and otherwise properly awardable, award will be made to that offeror. The Government reserves the right to evaluate only the lowest price offer or to conduct further evaluations of additional offers.
c. The Government will evaluate Price as follows:
1. Offers will be evaluated for (i) completeness and (ii) reasonableness. Offerors whose price is determined to be incomplete or unreasonable will not be considered for award.
1.1. Completeness. The offer will be reviewed to determine if all price elements have been addressed. The review will determine the adequacy of the offeror’s offer in addressing and fulfilling the requirements.
1.2. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine price fair and reasonable through the use of one or more of the price analysis techniques at FAR 13.106-3(a).
(x) Offerors must include with their offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items (Jun 2020), unless this information has been submitted electronically as part of its annual representations and certificates at https://www.sam.gov.
As prescribed in 52.212-3, an offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via the System for Award Management (SAM) site located at https://www.sam.gov. If an offeror has not completed the annual representations and certifications electronically, the offeror shall complete only paragraphs (c) through (v) of this provision.
