Southwestern Region USFS PSWRS Rooted Cuttings Orchard Operations RFQ, SOI, and Evaluation Criteria
This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation 127EAS23Q0136 is issued as a request for quote (RFQ).
This procurement is being issued as a 100% SMALL BUSINESS SET ASIDE.
North American Industrial Classification Standard (NAICS) 813312, Size standard of $17 Million.
This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2023-04 and Agriculture Acquisition Regulation (AGAR) last updated 11 March 2021. The result of this requirement will be a firm fixed priced (FFP) contract.

EVALUATION CRITERIA AND INSTRUCTIONS FOR QUOTE SUBMISSION
The Government intends to award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that provides the best value, considering the evaluation factors in this solicitation. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to determine a quote the most advantageous proposal based upon the evaluation factors specified in the solicitation.
The evaluation factors for this acquisition are: (1) Technical Approach, (2) Past Performance, and (3) Price. The Technical Approach and Past Performance, when combined, are more important than Price.
The Government will evaluate proposals based on the perceived value of the proposed technical approach and past performance, as well as the proposed price.
A technical approach document shall be provided to as part of the quote and address the contractor’s proposed plan of accomplishing the required work by detailing the steps, equipment, manpower, or any other relevant factors the contractor plans to use for this project. The document shall not be longer than 3 pages in total length.
The Technical Approach factor will be evaluated based on the offeror’s understanding of the requirements, the soundness of the proposed approach, and the feasibility of successfully completing the contract within the required timeframe. The contractor shall identify the methods for completing work identifying and explaining how the contractor will develop the required outcomes of the SOW.
The Past Performance factor will be evaluated based on the offeror’s recent and relevant experience providing similar services to those required by this solicitation. To rate past performance, the contractor shall provide a list of no more than 3 projects of a similar nature that they have completed, and provide points of contact and contract information for the end users of the projects.
The Government reserves the right to make an award to other than the lowest priced offeror or other than the highest technically rated offeror if it is determined to be in the best interest of the Government. The Government will make a best value determination by considering the relative importance of price and non-price factors, as well as any tradeoffs made among those factors.
Offerors that do not submit all sections of evaluation factors may not be considered for contract award.
Responses should be submitted on the most favorable terms that the offeror could make to the Government.
The Government reserves the right to reject any or all offers or to make award without conducting negotiations.
