Instructions to Offerors

Evaluation Criteria

(a) The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes, in no particular order of importance:

TECHNICAL

The Technical information shall be clear, concise, and include sufficient detail for effective evaluation. Because this acquisition is restricted to products that meet the measurements, proposals shall provide convincing rationale and proof addressing how the offer meets the requirements listed in Attachment 4 - Salient Characteristics.

PRICE

The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item.

(b) Options (if applicable). The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement.
