MALMSTROM AFB, MT
FIRE SUPPRESSION
FA4626-24-Q-0064
(i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-24-Q-0064.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06.
(iv) This procurement is being solicited as a 100% set-aside for Small Business. The North American Industry Classification System (NAICS) code is 811310 with a small business size standard of $12.5M.
(v) Requirement: When submitting your quotation, please utilize Attachment 1, Pricing Worksheet, for a base year and four option periods. The award Contract Line Item Number (CLIN) structure will be made in accordance with formatting within the Pricing Worksheet.
(vi) Please refer to Attachment 2, Statement of Work (SOW), all appendices, and other attachments for complete information.
(vii) Period of Performance: One (1) base year and four (4) one-year option periods (01 October 2024 through 30 September 2029)
(viii) Wage Determination: The Department of Labor Wage Determination Number 2015- 5391, Revision No.: 22, dated 07/22/2024, is incorporated by reference. The full text can be accessed electronically at www.sam.gov.
(ix) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Mar 2023), applies to this acquisition.
FAR 52.212-1 Addenda:
A. An Offerors’ quotation shall conform to the required specifications as referenced in paragraph (vi) above and as attached to this solicitation therein. The Offeror shall complete pricing for the specific services listed within the attached Pricing Worksheet (Attachment 1). The award CLIN structure will be made in accordance with the Pricing Worksheet.
Any Offeror not conforming to the requirements herein shall be deemed ineligible for award.

B. Offerors shall submit:
1. Offerors shall complete the workbook at Attachment 1, Pricing Worksheet, in accordance with (IAW) Attachment 2, Statement of Work.
2. Attachment 4, Past Performance Questionnaire. Offerors shall complete the questionnaire in its entirety. Note, offerors may utilize different contracts and references, per line item, when completing the document to show concurrent work.
3. Technical Evaluation
Total report of technical requirements shall not exceed 10 pages including a cover page. Text will be font sized at 12 utilizing normal margins. Pages exceeding 10 will not be evaluated.
The technical package submitted will become incorporated into the awardee’s resulting contract.
C. For either the site visit (if required) or submission of quotations, all personnel requesting access to Malmstrom Air Force Base must possess a valid State or U.S.
Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government-issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state, or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
D. Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102. Offerors must annotate within their quotation whether they are impacted due to the SAM conversion of CAGE to UEI.
E. F. Notice to Offerors/Suppliers: Funds are not presently available for this effort.
No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
G. Questions pertaining to this requirement shall be submitted NO LATER THAN
2:00 PM MT, Monday, 16 September 2024 to the individual(s) referenced in Section H below.

I. Your quotation must remain valid until 30 September 2024.
(x) The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. Specific evaluation criteria are included in paragraphs (A) through (H) of this provision:
A. Quotations will be evaluated based upon conformance to the provision FAR 52.212-1
Instructions to Offerors Addenda, in paragraph ix above, for completeness.
Nonconformance to Instructions to Offerors shall be deemed incomplete and evaluation of the quote will cease.
B. The Government seeks to award to the responsible Offeror whose quote represents the best value to the Government considering past performance, technical evaluation, and price. Only one award will be made as a result of this solicitation.
C. Three evaluation factors will be used to evaluate quotes: past performance, technical evaluation, and price.
D. The evaluation process shall proceed as follows:
Step 1: Evaluate all offers for completeness.
Step 2: Evaluate complete offerors’ past performance pursuant to para. E.1. below.
Step 3: Offerors with acceptable past performance will be comparatively rated amongst all acceptable offerors on technical evaluation pursuant to para. E.2. below.
Step 4: The Government will rank offerors in order of ascending price.

Step 5: The Government will make a best value determination considering past performance acceptability, technical comparative ranking, and price.
Step 6: Conduct price fair and reasonableness on the awardee pursuant to para. E.4.
below.
E. Past Performance Evaluation
• Offerors shall submit three (3) past performance references using the Past
Performance Worksheet (Attachment 2). The Government will utilize the reference list provided to conduct past performance assessments. It is the offeror’s responsibility to ensure point of contact information within Attachment 2 is current and accurate. The Government will make reasonable attempts to contact the point of contract to gather data. Additionally, the Government reserves the right to use other recent and relevant past performance information from other sources available to the Government, including, but not limited to the Contractor Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS) and other databases; interviews with Program Managers, Contracting Officers;
and other contacts in commercial sources. Offerors without a record of recent, relevant past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a "Neutral Confidence" rating for the Past Performance factor. The procedures at FAR 13.106-2(b)(3) will be utilized to evaluate past performance. Each offeror will receive an overall rating of one of the following within past performance:

Exceptional
The Contractor’s performance meets the solicitation requirements and exceeds many (requirements) to the Government’s benefit. The contractual performance may have been accomplished with few minor problems.
Very Good
The Contractor’s performance meets the solicitation requirements and exceeds some (requirements) to the Government’s benefit. The contractual performance may have been accomplished with some minor problems.
Satisfactory The Contractor’s performance meets the solicitation requirements.
The contractual performance contained some minor problems.
Marginal Performance does not meet some of the solicitation requirements.
The contractual performance may reflect a serious problem.
Unsatisfactory Performance does not meet most of the solicitation requirements and recovery is not likely in a timely manner.
Neutral Unable to assess or validate the reference.
• Verification of performance information within Attachment 4 will be handled by any means available. In the event the 341st Contracting Squadron is unable to verify data submitted within the Past Performance Worksheet, the Offeror will receive a performance rating of neutral.
• Past performance references must be recent as defined as occurring within the last 3 years.
2. Technical Evaluation
• The technical approaches will be comparatively ranked amongst eligible offers based upon identified weaknesses, deficiencies, and/or non-compliance. The technical approach shall include list format submissions of the following:
• Key Managerial Positions
• Available Inspectors/Technicians with their current State of Montana Fire Protection License, manufacturer training certification and proof of compliance with NFPA criteria for portable fire extinguisher testing and maintenance.

• Available Inspectors/Technicians with State of Montana Fire Prevention License with a SAFS endorsement, manufacturer’s certification, and 2 years minimum experience in wet/dry chemical systems.

3. Price Evaluation
• In determining the Offeror's total proposed price, the Government will multiply the maximum quantities identified in the Pricing Worksheet, Attachment 1, by the unit price, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all extended amounts for each year of the ordering period will be entered in the summary, located on the final page of the Pricing Worksheet. The total of five years of the ordering period will be the Offeror's total proposed price.
• In order to meet the requirements of FAR Parts 6 and 17, the Government will evaluate the option to extend services under FAR Clause 52.217-8 by adding one-half of the Offeror's final year of the five-year ordering period prices to the Offeror's total proposed price. This will represent the ceiling price should FAR 52.217-8 be utilized.
Offerors are required only to price the five years of the ordering period. Offerors shall not submit a price for the potential six-month extension of services period.
4. Best Value Decision
• Quotes shall be evaluated based upon best value to the Government considering acceptable past performance, technical comparative ranking, and price. The Government reserves the right to award to a higher priced, higher technical rated offeror based upon the best value determination.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
