Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (Nov 2021)

Quotes will be evaluated IAW FAR 13.106, which will be based on price and technical capability.

Price factor. The quoted price will be determined by the total price provided in the pricing schedule.

All prices will be determined by multiplying the quantities by the proposed unit price for the CLIN to confirm the extended amount or the total amount. Adequate price competition is expected. In the event adequate competition does not exist, the CO may also obtain additional information from the vendor, to determine the reasonableness of the quoted prices.

Technical factor. The vendor shall provide a quotation for brand name BAUER Mobile Air Compressor OR EQUAL. If comparable items are offered, the item descriptive literature IAW FAR 52.214-21, shall be sent to assess technical acceptability. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same or similar end result as the solicited specifications.

The technical ratings are below:

ACCEPTABLE Quoted items clearly meet the minimum requirements of the solicitation.

UNACCEPTABLE Quoted items do not clearly meet the minimum requirements of the solicitation.

Award process. The Government intends to award the lowest priced, technically acceptable vendor. The evaluation process will go as follows:

a) The Government will evaluate all quotes for total price, ranking from lowest to highest total evaluated price.

b) The lowest priced quote will then be evaluated for its technical capability. The quote must receive an acceptable rating in order to be considered for award.

c) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated. This shall continue until a quote with an acceptable technical capability is found; an award will then be awarded if found to be in the best interest of the Government.
