Biomedical Equipment Technician Support Services Combined Synopsis/Solicitation Amendment
FA5613-21-R-0009
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is FA5613-21-R-0009 and the solicitation is issued as a request for proposal (RFP).
This acquisition is conducted in accordance with FAR Part 12 and 13 procedures.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06/07-12-2021, Defense Acquisition Circular effective 7/9/2020, and Air Force Acquisition Circular AFAC 2019-1001 effective 12 May 2021.
(iv) This is not a set-aside. The North American Industry Classification System (NAICS) code for this solicitation is 811219.
(v) The 700 CONS/PKA Flight has a requirement to contract for Biomedical Equipment Technician (BMET) Support Services (Non Personal Service) for the 86th Medical Group’s (86 MDG) at Ramstein Air Base, Germany, for the period 30 September 2021 – 29 September 2022 with four 1 year options through 29 September 2026. Offerors shall use Attachment 1, Pricing Schedule, which includes all contract line item numbers, quantities and units of issue, to fill in all unit prices and total amount blocks.
(vi) Attachment 2, Performance Work Statement (PWS), contains the description of the requirement for Biomedical Equipment Technician Support Services for the 86th Medical Group’s (86 MDG).
(vii) Places of performance and acceptance is at the 86th Medical Group’s (86 MDG) facilities at Ramstein Air Base, Germany. All offerors must propose FOB (free on board) destination.
Required period of performance:
Base: 30 September 2021 – 29 September 2022 Option Year 1: 30 September 2022 – 29 September 2023 Option Year 2: 30 September 2023 – 29 September 2024 Option Year 3: 30 September 2024 – 29 September 2025 Option Year 4: 30 September 2025 – 29 September 2026
(viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (July 2021), applies to this acquisition. Addenda to this provision are included in Attachment 3, Applicable Clauses and Provisions.
(ix) The provision at FAR 52.212-2, Evaluation – Commercial Items (Oct 2014), applies to this acquisition.
Specific evaluation criteria contained in paragraph (a) of that provision are included in Attachment 3, Applicable Clauses and Provisions.
(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications --Commercial Items, Alternate I (Feb 2021), with their offer, or complete paragraph (b) of 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.
Note: In order to be eligible for award the contractor is required to be registered in the System for Award Management (SAM), http://www.sam.gov, and Wide Area Workflow (WAWF), https://wawf.eb.mil.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2018), applies to this acquisition. Addenda to this provision are included in Attachment 3, Applicable Clauses and Provisions.

(xiv) Funds are presently not available. Please refer to FAR 52.232.18, Availability of Funds (Apr 1984).
(xv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.
(xvi) Offers are due 18 August 2021 not later than 16:00 hrs Central European Summer Time (CEST). Offers may be sent via email to kirshell.lacroix.1@us.af.mil, lena.kronen.de@us.af.mil, beatrice.meier.1.de@us.af.mil and kelly.mcgrath.1@@us.af.mil. Only emailed offers will be accepted. No late offers will be considered.
(xvii) A pre-proposal conference and site visit will not be held. All questions shall be submitted to the point of contacts listed below no later than 06 August 2021 16:00 CEST to allow for a proper response time.
