The 375th Contracting Squadron, Scott Air Force Base, IL is seeking to award for install of new bi-fuel/dual fuel/blended fuel system and associated equipment for the proper operation of existing generator in accordance with the below minimum specifications defined in paragraph (vi), Description of Requirement.
This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.
(ii) Solicitation number FA440720Q0018 issued as a Request for Quotation (RFQ).
(iii) The solicitation document incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-08, effective 08-13-2020, and the Defense Federal Acquisition Regulation Supplement Publication Notice 20200605.
(iv) This acquisition is being solicited as a 100% Small Business Set Aside via beta.SAM.gov under North American Industry Classification System (NAICS) code 238220, Plumbing, Heating and Air Conditioning Contractors. The small business size standard is $16.5 Million. The Federal Supply Code (FSC) is 4530, Fuel Burning Equipment Units.

(vi) Description of requirement:
The Contractor shall provide all necessary labor, materials and equipment to deliver and put into place one (1) bi-fuel/dual fuel/blended fuel system and associated equipment for the proper operations of existing generator in building P-5, Scott AFB IL. The bi-fuel/dual fuel/blended fuel contractor shall supply the following requirements to the system:
1) be of the following design principles:
i. gas delivered to diesel engine at a regulated and monitored “zero” or “negative” pressure relative to ambient conditions – inherent level of safety
ii. use of a primarily supervisory control scheme (“gas ON” or “gas OFF”, no primary “active” gas flow control) –inherent level of safety and greater stability
iii. primary gas flow is derived by the direct physical relationship of combustion air flow through a true venture air-gas mixer, thus maintaining a single engine control point for the delivery of both fuels while in bi-fuel mode of operation – inherent level of safety and greater stability
iv. use of dedicated sensors (bi-fuel system supplied) to monitor critical engine parameters related to bi-fuel operation – inherent level of safety and reliability
v. operate autonomously, without any required interface with diesel engine ECM or other control source – inherent level of safety and reliability
The contractor shall abide by Scott AFB, local, county, state and federal laws under this contract.
The Contractor shall use innovative industry/commercial standards/procedures and equipment to minimize the expenditure or time and funds while ensuring the highest of quality work.
See attached Minimum Specifications document for complete details.
(vii) The Government desires FOB Destination to Scott AFB, IL.
(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (Jun 2020), is hereby incorporated by reference, with the same force and effect as if it were given in full text.
In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following is tailored to this acquisition and are hereby added via addendum:
1. SITE VISIT
A site visit will be held for all interested parties on 26 Aug 2020 at Scott AFB, IL, at 9:00 a.m.
CST. Offerors shall contact Ms. Judy Jennings at email judith.jennings@us.af.mil and/or Ms.
Marcia Wuebbels at 618-256-9308 or email marcia.wuebbels@us.af.mil by 3:00 p.m. CST on 25 August 2020 to confirm attendance and allow the Government sufficient time to assure your Base Pass is processed. The site visit begins promptly at 9:00 a.m. CST. Please allow sufficient time to obtain the pass from the Visitor Control Center for access to the Installation. All interested parties will meet at Bldg. P-5.

2. REAL ID ACT Version 39
Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards.

(ix) The provision at 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and ability to install the required equipment to accomplish the Government’s need. Evaluation of offers will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2. The Government intends to make award to the lowest priced offeror meeting the Government’s requirement.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

As prescribed in 52.212-3, an Offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
