1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation will not be issued.
2. This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation (RFQ) number FA485524Q0054 shall be used to reference any written quote provided under this RFQ.
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This requirement is being set-aside for: 100% Total Small Business Set-Aside
The North American Industry Size Classification System (NAICS) code associated with this requirement is 334220 which has a small business size standard of 1,250 Employees.
Cannon AFB requires antenna equipment to facilitate training and deployments, primarily supporting emergency communication and assuring smooth operation performance in crucial situations.
The following equipment is needed: MUOS ANTENNA & DIPLEXER, TRIVEC 2011-9 SATCOM ANTENNA, ROLLATUBE 5M ANTENNA MAST MULTICAM, and DUAL-BAND VHF & UHF ELEVATED ANTENNA KIT
This is a brand name or equal requirement. Equal items must meet the salient characteristics of the listed equipment. See the attached specifications for more information.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this Request for Quotation (RFQ) until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 21), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate quotes: Technical, Past Performance, and Price.
1. Technical: Quote must be rated as technically acceptable to be eligible for award.
2. Past Performance: Award will not be made to any offeror that has relevant negative past performance.
3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.

(b) A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award.
Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award
