SUBJECT: SKYDIO X10D DRONES – COMBINED SYNOPSIS SOLICITATION
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
Solicitation FA487725QA441 is issued as a Request for Quotation (RFQ) This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2025-03 effective 17 January 2025, The DFARS provisions and clauses are those effective 17 January 2025, The DAFFARS provisions and clauses are those effective 16 October 2024.
This procurement is being issued as a total small business set-aside. The North American Industry Classification System (NAICS) code is 336411 - Aircraft Manufacturing with a size standard of 1500 employees.
Davis-Monthan Air Force Base intends to issue a brand name or equal, firm-fixed price contract purchase order for the following drones as listed in attachment 1. The right to make multiple or no award is reserved in the event it is advantageous to the government to do so.
The items must be brand name or equal as listed in Attachment 1 - Salient Characteristics.
Important Dates:
All quotes must be submitted by 09 June 2025, 5:00 PM EST.
All items shall be delivered NLT 30 Days ARO and will be FOB Destination.
Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Quote submission must include, at minimum, those outlined in FAR 52.212-1.
Provision 52.212-2, Evaluation-Commercial Products and Commercial Services.
The government will award a contract resulting from this solicitation to the responsible offeror whose offer will be most advantageous to the government. The following factors shall be used to evaluate offers.
Technical Acceptability: The offer will be reviewed by a SME, verifying that the quotation meets the needs of the government.
Price: The lowest priced offer will be evaluated first. If the lowest priced offer meets technical acceptability, award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made.
Past Performance will NOT be evaluated.
A written notice of award will be furnished electronically to the successful offeror. Before the offeror’s specified expiration time, the Government may accept an offer unless a written notice of withdrawal is received before award.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with their offer.
Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.
This requirement is a brand-name requirement. The government is procuring the Deployment Gear in accordance with the price list attached to this solicitation. Real ID compliance is required for delivery as listed in Attachment 2 – REAL ID Requirement.
All offers must be submitted electronically via email by 09 June 2025, 5:00 PM EST.
