RFO 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (Dec 2025) apply to this acquisition.
Instructions to Quoters mailto:flavia.lenarduzzi.1.it@us.af.mil mailto:scott.clark.37@us.af.mil
As prescribed in RFO 12.205(a)(1), the following addendum is provided for this solicitation and hereby amends any language therein.
The purpose of these instructions is to prescribe the format of the quotes in response to this Request for Quotations (RFQ) and describe the approach for the development and presentation of the request for quote data. This is designed to ensure the essential information required for evaluation is submitted. Submit quotations to the office specified in this solicitation no later than the time specified in this solicitation. Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted. In order to be determined responsive, an offeror must submit all documentation to demonstrate the following:
a. Acknowledgement of compliance with all solicitation terms and conditions by completing and signing all pages of this form.
b. Acknowledgement of all solicitation’s amendments by signing all pages of this form and/or each published amendment.
c. Proof of active registration in the System for Award Management (SAM) at the time of quotation submission by including a PDF copy of the SAM registration.
d. Price and any discount terms by completing the designated pricing and discount section of this form.
You may submit more than one quote and are encouraged to do so if an alternative satisfying the requirements of the solicitation exists and may be of interest to the Government.
Terms and content of your quote: Your quote must be based on the terms of this RFQ. We may reject any quote that does not meet these terms in every respect.
The Contracting Officer may request additional documentation or information from any or all prospective contractors, to include: references to current or former customers who will attest to the quality of your product or service, evidence of the contractor's ability to comply with the delivery or performance schedule, information regarding the contractor's organization, experience, accounting and operational controls, technical skills, technical literature, and facilities, or any other documentation and information that might be necessary to determine the contractor's capacity for work.
Issuance of Purchase Order: The Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the offeror’s initial quotation should contain the offeror’s best terms. The Contracting Officer may reject any or all quotes. After the evaluation of initial quotes received, the Contracting Officer may negotiate final terms with one or more offerors of the Government's choice before issuing a purchase order. The Contracting Officer will not negotiate with any offerors other than those of the Government's choice and will not use the formal source selection procedures described in RFO Part 15. The Contracting Officer will issue a purchase order to the vendor in accordance with the evaluation criteria cited in RFO 52.212-2 below.
Notification and Requests for Information. Electronic public notification WILL be provided through Government Point of Entry www.sam.gov website. The contracting officer will NOT notify unsuccessful quoters who responded to this solicitation. Quoters may request information on purchase order resulting from this solicitation from the contracting officer.
In addition to the requirements outlined above required to determine responsiveness of prospective quoters, the quote shall consist of three (3) additional separate parts:
Price: Provide a firm fixed price (FFP) quote on the Price Schedule above. Offerors are required to fill in the Line Item 0001-0003 (UNIT PRICE & TOTAL AMOUNT). The proposed price shall be submitted in EURO and/or United States (US) Dollars. The applied EURO/USD exchange rate will be 0.9303. Offerors must note that separate Contract Line Item Numbers (CLINs), are not prescribed for purpose of associated costs entailing taxes, fees, transportation, delivery, etc.
Technical Exhibit: Offeror shall provide:
- a PDF document containing a detailed and comprehensive technical description of the items as required under CLIN 0001 and 0002.
- A redacted copy of the document above. The redacted copy will be used during evaluation procedures as detailed in Section Evaluation Criteria” of this solicitation.
*** A redacted copy removes all direct references that can identify an offeror by name or other easily recognizable characteristics.
http://www.sam.gov/
Delivery Schedule: the contractor shall submit a firm lead-time with its quote not to exceed 90 calendar days from award.
All referenced documents for this RFQ are available on the SAM website at https://sam.gov/. Potential quoters are encouraged to subscribe/follow for real-time e-mail notifications when information has been posted to the website for this
RFQ.
All submissions shall be referencing the solicitation number FA568226QA029, including the company information and point of contact, phone number, and e-mail address. Quotes shall be submitted digitally by email ONLY prior to the time set for quotes closing date to the above POCs.
If an offer is submitted through multiple emails, each email must clearly indicate in the subject line its sequence number and the total number of emails transmitted (e.g. Email 1 of 3, Email 2 of 3).

(End of provision)
RFO Provision 52.212-2, Evaluation — Commercial Products and Commercial Services (Dec 2025), applies to this acquisition.
According to RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price: The reasonableness of the quotation will be determined on the total evaluated price (TEP). Quoters should give their most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
Technical Exhibit: this factor evaluates how well the product or technical literature provided will meet the needs of the government. The submitted technical literature shall explicitly demonstrate the company capabilities to provide the product or service. A quote that exceeds the government’s minimum requirement may be considered for award and the best value determination will be made.
Proposed Delivery Schedule: this factor evaluates how favorable is the delivery schedule of the offered items.
IMPORTANT NOTE: Basis for Award IAW RFO 12.203(b) - The listing above IS NOT in any order of importance and the relative importance of each factor is not stated.
