The solicitation seeks three ISU 70KC containers compatible with KC-135 aircraft roller systems, along with shipping and freight services. The requirement is 100% set aside for small business concerns under NAICS code 493110 and will be awarded as a firm fixed price contract using simplified acquisition procedures per FAR 13.106.

Quote submissions must not exceed 10MB and should be emailed to all designated points of contact. The anticipated award date is no later than 30 September 2026. Evaluation will be based on a comparative assessment of price and past performance using FAPIIS and SPRS reviews, with award going to the responsible offeror offering the best value to the Government rather than necessarily the lowest price. The solicitation incorporates DFARS provisions prohibiting procurement from the Xinjiang Uyghur Autonomous Region using forced labor, requiring offerors to make good faith efforts to ensure compliance.
