File II: Past Performance (Electronic File)
FACTOR 1 - PAST PERFORMANCE
Past performance information is used in determining the level of confidence the Government has for successful performance based upon the Offeror’s actions under previously awarded, recent and relevant contracts.
In order to be compliant with this factor the Offeror shall provide the following:
1) A narrative synopsis that shall describe the Offeror’s background, knowledge and experience related to performing Preventive and Corrective Maintenance of Material Handling Equipment (MHE) and Battery Maintenance. Of particular emphasis is performance that was executed in accordance with the same or similar scope and magnitude that is described in the SOW.
2) The Offeror must demonstrate, through past performance, an ability to perform the work described in the solicitation. The Government recommends submission of at least three (3) recent and relevant contracts, but will evaluate any and all submitted contract past performance information which demonstrates they have successfully executed contracts of similar scope and magnitude within the past five (5) years. Offerors shall submit past performance information utilizing Attachment 9 - Past Performance References. If subcontractor experience is provided as part of the most relevant contracts provided at Attachment 9, it will be given weight relative to the percentage of effort being provided by that particular subcontractor. The references will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered relevant if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above.
Recency, as it pertains to past performance information, is a measure of the time that has elapsed since the contract occurred. Recent contracts are defined as any contract under which any performance, delivery, or corrective action has occurred within the following time standards: five (5) years prior to this RFQ issuance date, regardless of the award date.
SOLICITATION RFQ SP3300-20-Q-0075 Page 9 of 25
The Government shall only consider recent, relevant past performance data. To be considered relevant, the Offeror must demonstrate past execution of similar contracts in terms of scope, complexity, technology, magnitude of effort, and schedule. To be considered recent, the Offeror must demonstrate past execution of relevant contracts within the past five (5) years.
Offerors shall provide the information for EACH recent and relevant contract it submits for itself or its subcontractor utilizing the form provided in Attachment 6 - Past Performance References. (A copy of Attachment 9 shall be completed for each contract reference.)
The Government recommends that Offerors and subcontractors limit references to those involving its performance as a prime or first tier subcontractor only. If the work was performed as a subcontractor, provide the name of the prime contractor on line 7 and prime contractor POC information on lines 21-23 of Attachment 9.
3) Adverse Past Performance. Offerors shall provide the following information for all recent and relevant contracts, including the recent and relevant contracts provided above under Attachment 9, which encountered any performance problems. There is no page limit.
a. Offeror did not meet original schedule or technical performance requirements. Provide information on problem(s) encountered, the Offerors corrective action(s), and describe the extent to which the corrective action was successful.
b. Offeror received Cure Notice(s) or Show Cause Letter(s). Provide a description of corrective action and the extent to which the corrective action was successful. Offerors shall provide a copy of any cure notice or show cause letter.
c. Contract was terminated. Identify the type of termination, reason for termination, and date of termination.
4) In a separate narrative, Offerors may describe any quality awards or certifications that indicate technical excellence in the service requested. Examples of such awards or certifications include, the Malcolm Baldridge National Quality Award, other Government quality awards, and private sector awards or certifications (e.g., the automobile industries QS 9000, Semitic’s SSQA, or ANS/EIA-599). Indicate what segment of the company (division or entire company) received the award or certification and the date. If the award or certification is over three years old, present evidence the qualifications still apply.
5) If an Offeror or its subcontractor determines it has no past performance data, it shall provide the following statement in lieu of the information requested above: “(Insert Offeror’s name) has determined that it possesses no past performance information in accordance with the solicitation.”
The Government cannot verify or evaluate classified contracts.

18. Addenda FAR 52.212-2 – EVALUATION – COMMERCIAL ITEMS (OCT 2014)
The Government will award a contract resulting from this solicitation to the offeror, which meets or exceeds the acceptability standards for the non-price factors, with the lowest evaluated price, inclusive of options, which is deemed responsible in accordance with the Federal Acquisition Regulations (FAR), and which has submitted a quote conforming to the solicitation requirements. The requirements include all stated terms, conditions, completion of representations and certifications, and all other requirements of this solicitation.
The award decision process is being conducted under FAR Part 12 wherein the Contracting Officer is permitted to have substantive communications with individual contractors about their quotes without being subject to the policies and procedures of FAR Part 15, and without engaging in "discussions" or "negotiations" under FAR Part 15.
The Government reserves the right to evaluate quotes and may seek to make an award without asking for revised quotes or entering substantive communication. Accordingly, contractors are encouraged to provide their most realistic and competitive terms with their initial quotes. The Government reserves the right to make a final determination whether a quote is acceptable or unacceptable solely on the basis of the information submitted and proceed without requesting additional information.
The following non-price factor shall be used to evaluate quotes:
Factor 1: Past Performance
FACTOR 1: PAST PERFORMANCE
The Government evaluates past performance information as a predictor of future contract performance. The Government will determine whether the Offeror’s past performance is acceptable or unacceptable based on the demonstrated record of recent and relevant performance.
http://www.sam.gov/
SOLICITATION RFQ SP3300-20-Q-0075 Page 11 of 25
It is the responsibility of the Offeror to provide complete past performance information and thorough explanations as required by Quote Submission Instructions. The Government may use any of the following information as it evaluates an Offeror’s past performance:
a) Past performance information provided by the Offeror in its quotation;
b) Past performance information obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), the Contractor Performance Assessment Reporting System (CPARS), and any other information available to determine the quality and relevance of the Offeror’s past performance.
The Government is not obligated to interview all points of contact identified by Offerors nor is the Government limited to the points of contact provided.
The Government will evaluate each reference to determine whether or not it is recent.
The Government reserves the right to consider any past performance after the solicitation closing date and prior to award.
The Government shall only consider recent, relevant past performance data. To be considered relevant, the Offeror must demonstrate past execution of similar contracts in terms of scope, complexity, technology, magnitude of effort, and schedule.
The Government will review past performance information collected on all recent and relevant contracts to determine the quality of the Offeror’s performance. The Government will focus its review to the areas of:
1) Quality of product or service (conformance to contract requirements, specifications, and standards of good workmanship),
2) Cost control (Offeror’s effectiveness in forecasting, managing, and controlling contract cost),
3) Schedule/timeliness (completion of contract, task orders, milestones, delivery schedules, and administrative requirements),
4) Business relations (timeliness, completeness, and quality of problem identification and resolution; Offeror’s history of reasonable and cooperative behavior; customer satisfaction; timely award and management of subcontracts), SOLICITATION RFQ SP3300-20-Q-0075 Page 12 of 25
5) Management of personnel (demonstration of a commitment to the management of personnel with regard to the Offeror’s performance in selecting, retaining, supporting, and replacing, when necessary, personnel), and
6) Utilization of Small Business (whether the contractor met their small, small disadvantaged, and women owned business participation goals).
The Government shall consider the recency, relevancy, source, context of the past performance information it evaluates, general trends in performance, and demonstrated corrective actions. An adverse finding in any element, a lack of relevant data in regards to a performance issue and its resolution, or a significant achievement can become an important consideration in the evaluation process. Should the Government discover adverse past performance information to which the Offeror had not had a prior opportunity to respond, the Contracting Officer will conduct communications if deemed appropriate.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
The Government will rate Offeror’s Past Performance as follows:
Acceptable: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable: Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
PRICE QUOTE:
Quotes found to be acceptable for the non-cost factors will be evaluated for the lowest price.
In accordance with FAR 13.106-3(a), the offeror’s quote will be evaluated for fairness and reasonableness utilizing price analysis techniques. If additional information is required, the Government may require a breakdown of the price offered pursuant to provision 52.215-20.
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
