This is a combined synopsis/solicitation being posted as an avenue to provide Request for
Quotes, W9124C20T5024. This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE
BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is an Unrestricted Solicitation. The solicitation number is W9124C20T5024, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 562910, Environmental Remediation
Services with a small business size standard of 750 Employees. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition. This procurement will be Small Business.
Title of Requirement: Emergency Spill Response
Period of Performance: Twelve (12) month base with four (4) twelve-month options. (5
Year ordering period). This agreement, unless terminated under any terms and conditions contained herein, shall be from the date of award through end of the performance period, unless either party notifies the other party in writing at least thirty (30) days in advance to cancel.
Description of Requirement: To provide 24 hour emergency spill response as well as tasks associated with the management of environmental regulatory programs and projects on Fort
Jackson. Services include containment, clean-up, and proper disposal of materials, waste, and debris resulting from spills of hazardous materials or other regulated waste or products. The
Contractor shall also provide response to other environmental program requirements such as collection of samples, removal of underground storage tanks (USTs)/aboveground storage tanks
(ASTs) and contaminated soil, site restoration and confirmation sampling, as well as provide support for a variety of other tasks associated with environmental regulatory compliance at Fort
Jackson. The contractor shall be available to provide emergency response 24 hours a day, 7 days a week. The project manager or alternate must be on-site within 90 minutes of notification
RESPONSIBLE SOURCES SHALL PROVIDE THE FOLLOWING:
1. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items to perform the task identified in the attached
Performance Work Statement (PWS). SEE ATTACHMENT 1,
2. Price quote Price quote which identifies the requested item(s) unit and total price using attachment 2.
2. Technical capabilities and past performance statements. (See instructions to offeror's in FAR
Clause 52.212-1, Addendum to FAR Clause 52.212-1 and FAR Clause 52.212-2)
3. Point of contact to include: Representative name, phone and fax number, and email address.
4. Prompt Payment Terms.
5. Remittance address, Tax Identification Number, DUNS number and Cage Code number.
6. Representation and Certifications.

Technically Acceptable - Offer clearly meets all of the specifications of the product requested.
Technically Unacceptable - Offer does not clearly meet all of the specifications of the product requested.
OFFER ACCEPTANCE: Quote MUST be valid for 60 calendar days after submission. Primary
Payment Method: Payments will be made using Wide Area Work Flow (WAWF). WAWF - In accordance with DFARS 252.232-7003(DEV), Electronic Submission of Payment Requests and
Receiving Reports (DEVIATION 2018-A0001) (DEC2017), the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF). The WAWF website is located at http://wawf.eb.mil. WAWF Customer Support for assistance toll free number is 866-
618-5988.
Systems for Award Management (SAM). Offerors shall ensure their company is registered in the
System for Award Management (SAM) database and has completed their annual representations and certifications through the SAM website

Basis for Award: The Government will make an award to the lowest price of offeror who is deemed technically acceptable. The contractor shall be responsible, responsive when submitting quotes. The Government will determine whose price is to be fair and reasonable.
The Government reserves the right to cancel this solicitation.
