This Combined Synopsis/Solicitation is issued in accordance with procedures for Acquisition of Commercial Items. FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply.
Army Contracting Command – Redstone (ACC-R) intends to negotiate on a sole source basis in accordance with FAR 13.501 with Jovian Software Consulting, Inc., Ada, MI a firm fixed price commercial services contract. The proposed contract action is for model based software engineering services to support the Model-Based Acquisition Environment for Strategic Objectives (MAESTRO) model for a period of approximately five (5) months. The level of support required has been determined to be only available from the company named in this notice.
Jovian Software Consulting has the necessary software modeling engineering expertise and direct familiarity for the Model-based Acquisition Environment for Strategic Objectives (MAESTRO) model that is the primary source of guidance and requirements for Future Attack Reconnaissance Aircraft Competitive Prototype (FARA CP) Project Modular Open Systems Architecture (MOSA). Use of another source would require substantial duplication of experience that Jovian Software Consulting already possesses and would likely cause disruption to the use of the MAESTRO model.
No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement. Any such capability statement must directly address the interested source’s experience with the MAESTRO Model and the source’s ability to avoid any learning curve. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competition based upon information received in response to this notice. All capability statements should be sent to Robert Waible via e-mail at Robert.c.waible.civ@mail.mil. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
