COMBINED SYNOPSIS/SOLICITATION
W91ZLK-21-Q-0011
Professional Engineering Certification of the Munitions Assessment and Processing System Facility
This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-
04, effective 19 Jan 2021. The solicitation number for this request for proposal (RFP) is W91ZLK-21-Q-
0011 for a base period of 12 month.
This requirement is under the associated North American Industry Classification System (NAICS) Code
541350, Engineering Services, and the Small Business Size Standard is $8.0M. This is a 100% Small
Business set aside. The Government contemplates award of a Firm-Fixed Price purchase order in accordance with FAR 13, Simplified Acquisition Procedures. This procurement will be evaluated as lowest price technically acceptable, for the procurement of the following services/materials.
The contractor shall provide professional engineering certification stating the MAPS facility meets all COMAR requirements to manage hazardous wastes:
The contractor shall provide a professional engineering certification certifying the MAPS facility meets the design and operating standards of Code of Maryland Regulations 26.13.05.18, .18-1 and .18-2. The certification shall be submitted to CBC both electronically and three (3) hard copies.

Technical: The contractor shall provide Full Service support (service, technical support, parts, etc.) all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to complete these services.
NOTE: Contractor shall achieve technically acceptable rating on all technical factors to be considered technically acceptable.
52.212-2, Evaluation Commercial Items
The contract will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror. The technical evaluation will be a determination based on information furnished by the vendor. The
Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.

All quotations from responsible sources will be fully considered. Vendors, who are not registered in the System for Award Management (SAM), prior to award, will not be considered.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting
Officer may exercise the option by written notice to the Contractor at least 30 days before the contract expires.

PERFORMANCE WORK STATEMENT
FOR
Professional Engineering Certification of the Munitions Assessment and Processing System Facility
1.0 SCOPE. The Munitions Assessment and Processing System (MAPS) at Aberdeen Proving Ground
(APG), Maryland, Building E1457, requires a professional engineering certification to certify the system’s containment building was built to the design and operating standards of Code of Maryland
Regulations 26.13.05.18, .18-1 and .18-2. The MAPS is a Resource Conservation Act (RCRA) facility
Permitted for the treatment and storage of hazardous waste. The MAPS facility is a multi-component technology designed to drill, drain, decontaminate and detonate waste chemical munitions and other similar items. The facility includes a tank system to move and store hazardous wastes and various engineering controls.
1.1 Background. The MAPS is comprised of gloveboxes for munition unpacking, monitoring and decontamination, an Explosive Containment Chamber (ECC) for contained drilling (accessing) and draining of chemical fill operations for the enclosed detonation of emptied and surface decontaminated munition carcasses containing explosive bursting charges and/or fuzing. All related equipment including the tank system is within the facility’s zone of engineering control and is regulated as “miscellaneous units” under COMAR 26.13.05.16-1. The system’s equipment and operations are subject to performance standards and limitations given in permits issued by the State of Maryland and the U.S. EPA.
1.2 Objective. The objective of this requirement is to provide CCDC Chemical Biological Center
(CBC) with a professional engineering certification stating the MAPS facility meets all COMAR requirements to manage hazardous wastes. Failure to secure and successfully acquire a professional engineering certification will initiate an immediate shut down and closing of the facility and may lead to significant fines from the regulatory agencies.

2.0 APPLICABLE DOCUMENTS.
2.1 Maryland Department of the Environment Controlled Hazardous Substance Permit A-190.
2.0 REQUIREMENTS. The contractor shall provide a professional engineering certification certifying the MAPS facility meets the design and operating standards of Code of Maryland Regulations
26.13.05.18, .18-1 and .18-2. The certification shall be submitted to CBC both electronically and three
(3) hard copies.
All Professional Engineers supporting this contract shall hold a valid PE license with the state of
Maryland; shall have at least 15 years of experience with RCRA permitted Department of Defense systems; shall have extensive experience with facilities and treatment systems that process military munitions, military explosives, chemical warfare materials, biological warfare materials and radioactive materials; and shall be an American citizen and have the ability to access work in areas with physical and personal security.
Services that need to be performed on-site at APG shall occur within regular business hours. Business hours are 0800-1600, Monday through Friday, excluding federal holidays.
3.0 GOVERNMENT CONTRACTING OFFICER’S REPRESENTATIVE (COR).
COR – To be completed at the time of award
4.0 PERIOD OF PERFORMANCE. Period of performance for this effort shall be from the date of award to 1 April 2021.
5.0 PLACE OF PERFORMANCE. Edgewood Area of Aberdeen Proving Ground, MD in the vicinity of building E1457.
6.0 SAFETY CONSIDERATIONS. Contractor employees shall comply with the Army Safety
Program (AR 385-10) and all applicable Occupational Safety and Health Standards.
7.0 SECURITY CONSIDERATIONS. Contractors requiring downrange access will be issued an
ATC Visitor's Badge by their escort. They will need to keep this badge visible at all times above the waist for identification while in the secure area. Contractor will also be escorted at all times while in the secure area.
Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility, or area. Contractor and all associated subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor
Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
Contractor and all associated subcontractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost
Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of
Contractor Personnel) as directed by DoD, HQDA and/or local policy. 8.0 ENVIRONMENTAL CONSIDERATIONS.
8.1 Contractor shall comply with all applicable federal, state, and local environmental laws, statutes, regulations, executive orders, permits, Army regulations (with supplements), as well as Major Subordinate
Command (MSC) and installation regulations and policies. Contractor shall immediately report any conflicts between applicable federal, state, local environmental laws, statutes, executive orders, and provisions of Army Regulation 200-1, and any specifications within this contract to the Contracting
Officer Representative (COR) as well as the Director of Engineering & Public Works.
8.2 Contractor shall immediately report any nonconformance and/or noncompliance with applicable
Federal, State or Local environmental laws, Army and installation environmental regulations or policies to the COR and Director of Engineering & Public Works.
9.0 CONTRACTOR MANPOWER REPORTING APPLICATION. The contractor shall report
ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Accounting for Contract Services via a secure data collection site. The contractor is required to fill in all required data fields completely using the following web address:
http://www.ecmra.mil/, and then click on "Department of the Army CMRA" or the icon of the DoD organization that is receiving or benefitting from the contracted services.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), this runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
