The Government will award a contract resulting from this solicitation to the responsible offeror on the basis of the Lowest Evaluated Price of Technically Acceptable quotes in accordance with
FAR 13.106-2.
A technically acceptable offer will include the following:
1. The contractor will have and provide a current SAM registration with a Small Business certification under this solicitation NAICS code.
2. The Contractor technical approach fully meets the Governments requirements in accordance with all five attachments to this RFQ. The quote submitted shall state a validity period of at least 35 calendar days from the date of quote submission. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The following factors and sub-factors shall be used to evaluate offers:
Factor 1: Technical capability of the service offered to meet the Government Requirement
Factor 2: Price
(1) Factor 1: Technical Capability. Technical capability will be evaluated using two (2) Sub- Factors. Each Sub-Factor will be rated as Acceptable or Unacceptable. Acceptable is defined as the quote clearly meets the minimum requirements of the solicitation. Additionally, offeror must provide evidence of active authorization from a Unify service provider. Unacceptable is defined as the quote does not clearly meet the minimum requirements of the solicitation. Both Sub-Factors must be rated acceptable before price evaluation.
a) Sub-Factor 1: Offeror shall submit a statement of assurance that the Offeror is an authorized service provider for Unify equipment and will maintain this status for the duration of the base and all potential option years provided the Offeror will be able to maintain an active authorization from a Unify service provider during those option years. If the Offeror cannot maintain such authorization, no option will be exercised.
b) Sub-Factor 2: Offeror shall demonstrate an acceptable approach to meeting the minimum stated requirements in PWS 1.1 – 1.1.3.
(2) Factor 2: Price
Price will be evaluated in order to determine if it is reasonable in accordance with FAR Part 13.106-3. Offer should be sufficiently detailed to demonstrate reasonableness.
(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
