PART ONE - DESCRIPTION FOR COMBINED SYNOPSIS SOLICITATION: RFQ# 140P4524Q0057
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) Solicitation, 140P4524Q0057, is a request for quote (RFQ) for Waste and Refuse Removal Services at the Statue of Liberty National Monument and Ellis Island (STLI).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 – Effective May 22, 2024.
(iv) This acquisition is a small business set-aside. The associated NAICS code is 562111 and small business size standard for this NAICS code is $47 MIL.
(v) The following contract line-item number(s) (CLIN) are applicable to this acquisition:

(vi) The work covered by these specifications consists of furnishing all necessary equipment, material, labor, and supervision for performing all processes required for the collection, transportation, recycling, and disposal of all refuse materials specified in this contract for waste and refuse removal services. Materials identified as refuse include all garbage, construction, landscaping debris, rubbish, and other similar materials that shall be hauled to a state-approved/legal disposal site or, in the case of recyclables, to a state-approved/legal recycling facility.
(vii) This contract will be for a period of one (1) Base Year plus one (1) 8-Month Option beginning September 1, 2024, through April 30, 2026, if all option periods are exercised. Performance will be FOB Destination.
PART TWO - CLAUSES AND PROVISIONS INCLUDING EVALUATION CRITERIA INFORMATION
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial Items (NOV 2021), applies to this acquisition. Ensuring that all referenced clauses and provisions are up to date before issuance is the responsibility of the Contracting Officer. Provisions incorporated into this solicitation by reference and full text are listed in Section (xiii) below. The following Addendum to 52.212-1, outlines the information required to be submitted for quoter evaluation:
Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. 1. Review complete documents for the Request for Proposal, including all clauses and attachments listed in the documents.
2. Electronic quote shall be accepted for this Request for Proposal. Facsimile quotes shall not be accepted.
Quotes shall be emailed to shawn_baublitz@nps.gov and emily_mccollaum@nps.gov, by the due date of August 19, 2024 at 5:00PM EDT.
3. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov in order to be considered for award. An offeror must ensure that they are self-certified as a small business under NAICS Code 562111, Solid Waste Collection, in the Representation and Certifications portion of SAM.
What to Submit:
• Cover page containing:
a. Company Name, address, and SAM Unique Entity Identifier (UEI)
b. Name and signature of an official having the authority to contractually bind the quoter’s company.
c. Confirmation the quoter will adhere to the terms and conditions set forth in this combined synopsis solicitation, including any issued amendments.
• Quoter completed fill-in portions of clauses and provisions.
• Completed Price Sheet, Attachment 2.
4. Inquiries (Asking Questions): Questions shall be submitted via email to shawn_baublitz@nps.gov and emily_mccollaum@nps.gov, by August 14, 2024 at 12:00PM EDT. Any questions submitted after this date may not be answered. NOTE: Amendment(s) to the solicitation answering any questions relative to these documents will be posted timely at SAM.gov.
(ix) The provision at 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition. The following is the specific evaluation criteria for this RFQ:
(a) The Government will award a contract resulting from this RFQ to the responsible offeror whose quote conforms to the solicitation criteria outlined here and whose quote will be most advantageous to the Government based on price alone.
(x) Quoters must electronically complete FAR provision 52.212-3, Offeror Representations and Certifications—Commercial Items (JUN 2020), at www.SAM.gov before submitting the quote. (a) The Government may extend the term of this contract by written notice to the Contractor within 5 days from the end of the contract period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days[60days unless a different number of days is inserted] before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed one (1) year and eight (8) months.

The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number, and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Approved invoice signed and dated by the CO or COR confirming receipt of services and identifying the correct line to bill against in IPP.
*Invoice submissions must include the criteria listed in clause FAR 52.212-4(g)(1), Invoice.
The Contractor shall also submit an electronic copy of the IPP invoice to shawn_baublitz@nps.gov, emily_mccollaum@nps.gov, and the COR once the invoice had been submitted in IPP. Failure to email the invoice may cause significant delay or possible rejection of your payment request.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
