Combined Synopsis/Solicitation for Alta Data Technologies Equipment
This is a Request for Quote (RFQ) issued by the Department of the Air Force, Headquarters Air Force Test Center at Edwards Air Force Base, for procurement of commercial electronic equipment. The 704th Test Group and 746th Test Squadron at Holloman Air Force Base require two Alta Data Technologies ENETX-MA4 Real-Time Ethernet Converter Appliances with associated cabling to support integration, maintenance, and troubleshooting of the Ultra High Accuracy Reference System (UHARS) and customer Units Under Test. The specific deliverables include two ENETX-MA4-2F4 Converter Appliances (featuring dual redundant MIL-STD-1553 channels and ARINC-429 channels), two ENETXCAB-MA4-J1-0 Interface Cable Assemblies (Power & MIL-STD-1553), and two ENETXCAB-MA4-J2-02 Interface Cable Assemblies (ARINC-429). The hardware consists of lab-rugged electronic interface converters measuring 142mm x 6.3mm x 35mm, weighing approximately 265 grams, requiring 5-32 VDC conditioned power, and must comply with VITA 47, MIL-STD-810G vibration/shock standards, and RTCA DO-160G Level 3 lightning protection requirements. Delivery is required to Holloman AFB within ten weeks of receipt of order.
This acquisition is restricted to genuine Alta Data Technologies brand-name products under FAR Part 12 commercial items procedures. The procurement is designated as a 100% Small Business Set-Aside, with the total acquisition value below the Simplified Acquisition Threshold of $350,000, thereby exempting it from the Non-Manufacturer Rule. Quotes must be submitted electronically by 10:00 AM Central Time on October 28, 2026, to Contracting Officer Mikayla Roland (mikayla.roland@us.af.mil) and Contract Specialist Lindsay Jones (lindsay.jones.5@us.af.mil). Quotes must remain valid for a minimum of 60 days and be organized into two sections: Administrative & Price (containing company information, SAM registration confirmation, total Firm-Fixed-Price including shipping to Holloman AFB, and proposed delivery timeframe) and Technical Capability (containing technical documentation demonstrating compliance with the specified requirements). Award will be made to the responsible source offering a technically acceptable quote at a fair and reasonable price as determined using commercial pricing techniques. Cybersecurity Maturity Model Certification is not applicable, as this is strictly a commercial-off-the-shelf hardware delivery.

COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) RFO subpart
12.202, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation Number: FA910127QB002
Solicitation Type: Request for Quote (RFQ)
NAICS Code: 334418 Printed Circuit Assembly (Electronic Assembly) Manufacturing/
Size Standard - 750 Employees
Product Service Code
(PSC):
5998 Electrical and Electronic Assemblies, Boards, Cards, and Associated
Hardware
Set-Aside Status: Unrestricted
Description of Requirements:
The 704th Test Group (704 TG) and 746th Test Squadron (746 TS) at Holloman Air Force Base in New Mexico have a requirement for two (2) Alta Data Technologies (Alta dt) ENETX-MA4
Real-Time Ethernet Converter Appliances and associated cabling. The primary purpose of this acquisition is the procurement of the manufactured commercial hardware to support integration, maintenance, and troubleshooting on the Ultra High Accuracy Reference System (UHARS) and customer Units Under Test (UUTs). The requirement shall reference the Statement of Work
(SOW).
The contractor shall provide:
• Two (2) ENETX-MA4-2F4 Converter Appliances (Two Channels of Dual Redundant
MIL-STD-1553 and 4 Shared Tx/Rx Channels of ARINC-429)
• Two (2) ENETXCAB-MA4-J1-0 Interface Cable Assemblies (Power & MIL-STD-1553)
• Two (2) ENETXCAB-MA4-J2-02 Interface Cable Assemblies (ARINC-429).
Hardware Form, Fit, and Function: The units are lab-rugged electronic interface converters measuring 142mm (L) x 6.3mm (W) x 35mm (H) and weighing approximately 265g. They require 5-32 VDC conditioned power and must comply with VITA 47 & MIL-STD-810G vibration/shock standards and RTCA DO-160G Level 3 lighting induced transient protection.
Delivery is required to Holloman AFB no later than 10 Weeks after receipt of order (ARO).
Justification for Limiting Competition:
This acquisition is restricted to a brand-name commercial product under the authority of RFO
Part 12. Alta Data Technologies, LLC (Alta dt) is the required manufacturer. Genuine Alta dt hardware and proprietary form/fit interfaces are required to ensure real-time latency compatibility and full interoperability with the existing UHARS Data Acquisition System (DAS) test architecture without introducing unacceptable technical risk or data degradation.
Non-Applicability of Non-Manufacturing Rule (NMR):
In accordance with (IAW) small business regulations, this procurement is a 100% Small
Business Set-Aside for a brand-name item. Because the total value of this acquisition is below the Simplified Acquisition Threshold (SAT) of $350,000, the Non-Manufacturer Rule (NMR) does not apply. Small business offerors must provide genuine OEM Alta dt hardware
CMMC Exemption:
Cybersecurity Maturity Model Certification (CMMC) is not applicable to this requirement. The contractor will not process, store, or transmit Controlled Unclassified Information (CUI) on its internal systems. The work is strictly the delivery of commercial-off-the-shelf (COTS) hardware.
Basis for Award:
Award will be made to the responsible source whose quote, conforming to the solicitation, is determined to be technically acceptable and provides a price that the Contracting Officer determines to be fair and reasonable. Technical acceptability will be determined based on the offeror's ability to meet all minimum requirements outlined in the SOW (Attachment 1), including the provision of genuine OEM Alta dt parts. Price reasonableness will be determined using the commercial pricing techniques authorized under RFO Part 12.
Instructions to Offeror:
Offerors must submit a complete quote that conforms to all solicitation requirements. Quotes must be valid for a minimum of 60 days from the submission deadline.
Quote Format and Content To facilitate a timely and efficient evaluation, quotes must be organized into two distinct sections: Administrative/Price and Technical.
Section I: Administrative & Price This volume must contain all pricing information and required administrative representations.
• Company Information: Provide the Company Name, Point of Contact (Name, Phone, Email), Unique Entity ID (UEI), and CAGE Code.
• System for Award Management (SAM): Confirm active registration in SAM.gov.
• Price Schedule: Submit a total Firm-Fixed-Price (FFP) quote for all requested items. The total FFP must include all applicable costs, including shipping/freight (FOB Destination) to Holloman AFB, NM.
• Delivery Schedule: State the proposed delivery timeframe in number of Days After
Receipt of Order (ARO).
Section II: Technical Capability This volume must include sufficient documentation to verify compliance with the physical and functional parameters of the requirement:
• Submit technical documentation (e.g., product literature, specification sheets, or technical narrative) demonstrating that the quoted product meets all minimum objective requirements outlined in Attachment 1 – Statement of Work. Mere statements of "will comply" are insufficient. Quotes offering alternate brands will be determined technically unacceptable.
Submission Method:
The quote must be submitted electronically via email to the Contracting Officer, Mikayla Roland
(mikayla.roland@us.af.mil) and Contract Specialist, Lindsay Jones (lindsay.jones.5@us.af.mil) no later than 10:00 AM Central Time on 28 October 2026. Late quotes will not be accepted.
*Note: .zip files are not an acceptable format for the Air Force Network and will not go through our email system.
