(iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-5 effective 3-10-
(iv) The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and the small business size standard is 1,000 employees.
The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13.
(v) The Contractor Requirements are listed below:
Background:
The NIDDK research activities is requesting to provide the components and installation for a wired temperature monitoring system in 3 locations in Phoenix, AZ. The system will use DQ-10 & DQ-19 wireless sensors linked to DA-43 LAN based Gateways via Bluetooth. The Gateways communicate with SmartScan server in the NIH datacenter over the facility’s LAN infrastructure. (NIH will install additional LAN drops to accommodate the Gateways.)
Below is a basic schematic of the system function.
As such, any prolonged downtime because of mechanical failure would have a seriously crippling effect on our abilities to perform our work. Only the manufacturer has the technical expertise and readily available parts inventory to ensure that our instrument downtimes are mitigated to the lowest possible level. Applicable warranties would be voided by unauthorized service. NIDDK Phoenix, Arizona facilities require a robust freezer monitoring system to comply with the United States Food & Drug Administration’s current Good Manufacturing Practices for the storage of certain research materials. The system alerts government personnel when freezers containing critical research material begin to fail thus providing lab staff enough time to take corrective action before the material decays or expires.
The contractor shall provide the following to brand name specifications:
Installation of Hardware - wired sensor base for solid state temperature probes Installation of Hardware - wired or wireless temperature sensor base for RTD probes Installation of Hardware - Lan based gateway (POE enabled) less patch cable Installation of Hardware - solid state 2-wire temp probe (calibrated -10 to +75 degree Celsius) Installation of Hardware - solid state 2-wire temp probe (calibrated -40 to +10 degree Celsius) Installation of Hardware - wide range temperature probe (calibrated -100 to +100 degree Celsius) Installation of Hardware - probe splitter for DQ-10 sensor
(vi) Delivery: The contractor shall include the delivery lead time on their quote.
(viii) The provision at FAR clause 52.212-1, Instructions to Offerors –
Commercial Items, applies to this acquisition.
(ix) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, is applicable. Award will be made to the contractor providing the most advantageous quote to the Government. Technical factors and price considered.
The technical factors are as follows:
The contractor will be evaluated on their capability to provide the product to the specifications as stated.
• System shall collect continuous real-time data for all monitored freezers, refrigerators, and freezer/refrigerator combos.
o on average the temperature should be recorded every 5 minutes although the user should be able to decrease/increase the recording frequency as needed for each monitored device o Historical information for temperature recordings should be available from the date of installation forward
• Notifications o the alarm/notification system shall call, text or email the individual “on call”
(or should activate the “on call” list) rather than simply providing a passive notification (e.g., provide computer-generated notification which shall be monitored by on-duty staff.)
o If alarm conditions persist even after acknowledgement of a notification, the person on call or individuals on a call list need to be re-alerted after a period of time (defined by system administrator(s)) where the alarm has not been cleared o When configuring alert notifications, the system shall allow for a delay in notifications to accommodate work being done in the monitored device o Low battery notifications for wireless probes/sensors shall be sent to the person on call or individuals on a call list.
• Reporting
Standard set of audit reports shall be available within 24 hours upon request. Reports shall include, but not be limited to:
o Temperature logs o Calibrations and certifications o Group Status from normal Data o Measurement Statistics, Alarm History, Limit Changes, Notes o Group Status from hourly Statistics o Charts by Sensor Type, Measurement Statistics, Alarm History, Limit
Changes, User Notes o Measurement Log o Alarm History o Limit Change History o User Notes History o Audit Trail o Trend Graph o Batch Report
• Sensor/probe calibration o Calibration shall be done annually. Schedule to be determined by the
Project Officer o Calibration records shall include the appropriate standard readings taken both before and after calibration o A log of calibration records shall be kept that includes the date of the calibration, the name of the individual performing the calibration, the name/serial number of the device used against which the instrument is calibrated, and a reference to the standard operating procedure used to perform the calibration.
o Instruments used for calibrations should be ‘verified’ against an approved, recognized calibrator source (e.g., NIST [National Institute of Standards and Technology])
