Section C - Descriptions and Specifications

PURCHASE DESCRIPTION

The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.

1.0 INTRODUCTION

This contract provides the Security Operations Division (SEA 00P1) of the Naval Sea Systems Command (NAVSEA) Office of Security Programs (SEA 00P) with Technical and Network Engineering (Information Technology (IT)) support for Electronic Security Systems (ESS) Information Assurance (IA) compliance at the NAVSEA Headquarters (HQ) at the Washington Navy Yard, DC.

2.0 BACKGROUND

A nationally known security system integrator is under contract to replace the existing, integrated Intrusion Detection System (IDS), Automated Entry Control System (AECS), Closed Circuit Video (CCV), Video Management System (VMS), and Managed Network Switches at NAVSEA HQ. The current, legacy systems are operating under a one-year Assess Only (AO) authorization with the final authorization package in progress, incorporating all new system components, software, and infrastructure. The next AO authorization will be valid for three years. Future expansion to system capabilities will require full Authorization to Test (ATT) and Authorization to Operate (ATO).

For this project, the contractor will be required to work directly with the system installation team to perform integration and system configuration, and work with the SEA 00P Assistant Command Information Officer (ACIO) and Information System Security Manager (ISSM) to support all system and networking compliance requirements

The Risk Management Framework (RMF) process uses the Enterprise Mission Assurance Support Service (eMASS) system to catalog all system and network information compliance information for operating authority. All hardware and software profiles will be registered in the Department of the Navy (DON) Application and Database Management System (DADMS) or Department of Defense (DoD) Information Technology Portfolio Repository – Department of the Navy (DITPR-DON).

During the installation and lifecycle management of the ESS, the system configuration, patching, updating, testing, and administration must be performed to meet all Information Assurance (IA) controls, and Security Technical Implementation Guide (STIG) requirements. System network engineering, design, configuration, documentation, and management of the system is also required for attaining and maintaining the authorization to operate the systems.

3.0 SCOPE

This Performance Work Statement (PWS) covers ESS Technical and Network Engineering (IT) support to NAVSEA HQ. Support includes the design, development, configuration, testing, integration, and subsequent administration, management, and operation of the integrated ESS within multiple NAVSEA buildings at the Washington Navy Yard, DC. Support includes the development, submission, and sustainment of a RMF authorization and accreditation package for any legacy and new system AO, ATT, and/or ATO.

The contractor shall adjust work schedule or work at an alternate location.

If alternate work arrangements cannot be accommodated, the contractor shall notify the TPOC of the inability to access the assigned facility prior to charging their time to the contract as direct cost provided such charges are consistent with the contractor’s accounting practices. The ability to work at an alternate location that is not a Government or contractor facility site is dependent on the contractor having an alternative work site agreement with the employee. The ability to work at an alternate location may not be an option for certain support services.

5.1.2 Parking

Parking at the Washington Navy Yard is limited to military, Government civilians, and emergency service contractors. On base parking will not be provided to employees of this contract.

The Contractor will provide any transit or parking benefits to its employees in accordance with D.C. Law 20-142 Sustainable DC Omnibus Amendment Act of 2014, D.C. Contractor personnel may also be required to participate in local orientation training as well as safety, security (e.g., Anti- Terrorism Force Protection (AT/FP)), and operational training exercises (possibly two per year). Applicable contractor personnel shall support and participate in the training exercise which may include role-playing and reacting to exercise injects based on the situation or exercise objectives.

5.1.4 Alternate Work Locations from Government Facilities

As applicable to perform advance programming, testing, configuration, or other tasks supporting this PWS, the contractor personnel are authorized to work at the primary contractor facility to perform any task required by this contract.

5.1.5 Emergency Management at Government Installations

During emergency situations including health (e.g., COVID-19 pandemic) or weather related circumstances, contractor personnel with scheduled access to a Government installation shall coordinate with the TPOC prior to reporting to their Government worksite. Access will be in accordance with the latest Government installation requirements and restrictions.

The Government shall determine whether certain contractor personnel are designated mission essential and determine the work expectations during the emergency period of performance. Depending on the type of support, working from an alternative worksite may or may not be allowed. To the extent possible, contractor personnel shall follow the same requirements and restrictions as Government civilian personnel at the same facility/installation in order to continue work or return to the Government workplace; requirements include, but not limited to, quarantining, completing/submitting questionnaire, and medical screening/testing prior to entering a Government facilities.

G-232-H005 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (JAN 2019)

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.
