Training will be conducted at Stennis Space Center, Mississippi, between September 1, 2026, and May 31, 2027. The Basic course is a five-day program covering system hardware, software, configuration, deployment/recovery best practices, post-mission analysis, and organizational-level maintenance. The Advanced course requires completion of the Basic course as a prerequisite and focuses on advanced operational and maintenance skills, intermediate-level maintenance, and advanced mission planning for challenging environments over a minimum of four consecutive days. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 and DFARS Change Notice 20260702 It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Fleet Directorate intends to solicit – on behalf of The Naval Oceanography Mine Warfare Center (NOMWC) – a subordinate command of NOOC – currently owns, operates, and maintains a fleet of L3Harris Iver3 and Iver4-580 Autonomous Underwater Vehicles (AUVs) on a sole source basis in accordance with FAR 12.102(a).

The purpose of the instant requirement is to procure the following training courses in support of the Naval Oceanography Operations Command (NOOC):

Iver3 & Iver4-580 Basic Operator Course

-Training course for 5 participants at the customer's location Stennis Space Center in Mississippi.

- Core operator and maintainer competencies in system hardware, software and configuration -Best practices for deployment recovery and operations -Post mission analysis (PMA) and organizational-level (O-level) maintenance

Iver3/Iver4 580 Advanced Operator and Maintainer Course

-Training course for 4 participants at the customer's location Stennis Space Center in Mississippi.

-Iver operator learning objectives at an advanced operator/maintainer level of Iver hardware, software, configuration & connectivity, standard operating procedures (SOPs) and best practices.

-Advanced mission planning for challenging environments, deployment & recovery, in-depth post mission analysis

(PMA)

-Intermediate level (I-Level) maintenance

The sole source rationale is as follows:

Training from any other source is physically and technically incompatible with our existing equipment.

Attempting to utilize third-party, non-OEM instruction for troubleshooting or maintenance of these complex AUVs introduces an unacceptable risk of system damage, invalidation of manufacturer warranties, and vehicle loss during deployment. Since NOMWC forecasters provide direct support to active Fleet operations, any incompatibility or training deficiency directly translates to mission ineffectiveness, potential mission failure, or catastrophic risk to special operators during physical deployment and recovery. Therefore, L3Harris is the only source that can provide services completely compatible in form, fit, and function with our existing operational systems training is unique, and L3Harris has the expertise to properly train NOMWC personnel.

Some other vendors use AUV's, but L3Harris is the vehicle manufacturer. All non-basic maintenance has to be done by the manufacturer, so no one else has that expertise. This course is dubbed "train the trainer" to train NOMWC to troubleshoot and do more advanced maintenance themselves. No one else works on the Iver3 and Iver4 vehicles. Furthermore, L3Harris is the original developer of this course. They have sole and exclusive rights to the vehicles.

NOTICE: THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED PROCEDURES IN ACCORDANCE WITH FAR 12.201-1. TO THE EXTENT THAT THE TERMS APPEAR IN THE SOLICITATION, THE TERMS “RFP”, “OFFER”, “PROPOSAL”, AND “OFFEROR” SHALL MEAN “RFQ”, “QUOTE”, AND “QUOTER”, RESPECTIVELY.
